1. Types of enterprises applying for resumption of work and production

give priority to supporting urban operation guarantees, epidemic prevention material guarantees, important functional guarantees, continuous production operations, supporting basic support and other related enterprises. Other relevant enterprises can apply to the local department on the premise of meeting closed-loop production and related epidemic prevention requirements.

2. Registration process:

After enterprises have done a good job in the relevant preparations before resuming work and production, such as place classification management, enterprise employee management, logistics management and epidemic prevention material management, emergency response plans and work guarantees, fill out the "Registration Form for Resumption of Work and Production of Enterprises under Epidemic Prevention and Control" and submit it to the streets, towns and economic development zones where they are located for filing. After the filing is approved, the enterprise can carry out work related to resumption of work and production.

2. Strictly implement the responsibility for epidemic prevention and control

All industries’ competent departments must implement the responsibility of supervisors and strengthen daily guidance; all streets, towns and economic development zones must implement local responsibilities and increase supervision and management; enterprises must implement the main responsibilities, establish special teams for epidemic prevention and control and production safety, implement closed-loop production conditions, and do various prevention and control measures; employees must consciously adhere to the "three-piece set of epidemic prevention" and keep in mind the "five musts of protection".

3. Resumption of work and production management requirements

Strengthen the organizational management of returning to work and newly incoming employees. A certain silent period will be set for newly returned employees, and independent accommodation, living conditions and "two tests per day" (for antigen testing in the morning and nucleic acid testing in the afternoon).

Do a good job in daily health monitoring and registration for all employees. Enterprises implement nucleic acid and antigen screening according to the area division of their location and in accordance with the corresponding management requirements of the sealing area, control area and prevention area. Enterprises in the blocked area insist on testing twice a day, that is, perform antigen testing in the morning and nucleic acid testing in the afternoon; enterprises in the control area insist on testing nucleic acid every day with antigen plus one day with nucleic acid testing; enterprises in the prevention area conduct antigen testing every day and nucleic acid testing once a day within 5 days. Enterprises above a certain scale should train exclusive nucleic acid samplers.

Strictly manage external items. Do a good job in material support for personnel in the factory under closed management, strengthen the management system of food and daily necessities, strictly manage external items, do not order takeout unless necessary, and carry out closed-loop management throughout.

Strengthen cleaning and disinfection of relevant places. Do a good job in cleaning and disinfecting the environment of production workshops and office buildings. Scientific cleaning and disinfection will focus on high-frequency contact items (such as handrails, door handles, elevator buttons, express storage racks, express items, etc.), places for gathering places for high-frequency contact, public toilets, logistics exchange places, etc.

4. Services for enterprises that resume work and production

1. Enterprises that meet the conditions for epidemic prevention and control can apply for a "resumption of work permit" from their streets, towns and economic development districts. After review and approval by relevant departments of the city and district, returnees can use the "resumption of work permit" on the SuiSheng App to display the "resumption of work permit" to the village committee where they live. Enterprises need to contact and arrange buses to organize employees to return to work point-to-point.

2. Enterprises that meet the epidemic prevention and control conditions can apply for a "cross-provincial transportation pass" from their streets, towns and economic development districts. After review and approval by relevant departments of the city and district, the driver can apply for the issuance of a national unified "Shanghai Key Material Transport Vehicle Pass (Electronic Certificate)" on the SuiSheng Board App to carry out cross-provincial transportation of production materials.

3. Enterprises that meet the epidemic prevention and control conditions can apply for the "Shanghai epidemic prevention and security temporary pass" and "Songjiang District epidemic prevention and security temporary pass" to their streets, towns and Economic Development Zone. After review and approval by relevant district departments, the driver can carry out transportation of production materials in Shanghai with the pass.
