(II) Public fund targeted training for junior high school teachers at undergraduate level. enrollment schools are: Hengyang Normal University , Hunan Institute of Technology, Huaihua College , Shaoyang College , Xiangnan College , Hunan University of Humanities and Science and Technology , Hunan University of Science and Technology . The admission majors are: Chinese Language and Literature, Mathematics and Applied Mathematics, English, Physics, Chemistry, Biological Sciences, Biotechnology, Ideological and Political Education, History, Geographical Sciences, Musicology, Arts, Physical Education, Computer Science and Technology, Applied Psychology.
(III) Public fund targeted training for teachers of secondary vocational courses at undergraduate level. enrollment schools are: Hunan Normal University, Hunan Agricultural University , and Hunan University of Science and Technology. The enrollment majors are: mechanical process technology, applied electronic technology education (electronic and electrical appliance application and maintenance direction), applied electronic technology education (electronic and technical application direction), clothing and clothing design, visual communication design, vehicle engineering, agriculture, material forming and control engineering, mechanical design and manufacturing and its automation.
2. Admissions plan
(I) Public fund targeted training enrollment plan for undergraduate high school teachers: 2,151 people, type is the general college entrance examination enrollment plan.
(II) Public fund targeted training enrollment plan for junior high school teachers at undergraduate level: 3,279 people, type is the general college entrance examination enrollment plan.
(III) Public fund targeted training enrollment plan for teachers of secondary vocational professional courses at undergraduate level: 273 people, types are divided into general college entrance examination enrollment plan and counterpart enrollment plan.

After the enrollment plan is issued, no additional or adjustment will be added.
3. Training mode
(I) Undergraduate level high school and junior high school teachers adopt a four-year undergraduate training model.
(II) Teachers of secondary vocational professional courses at the undergraduate level adopt a joint training model of undergraduate colleges and relevant higher vocational colleges and enterprises.The undergraduate system is four years old, and the talent training plan is jointly formulated by undergraduate colleges and higher vocational colleges. In principle, the relevant higher vocational colleges are responsible for training in the first and second academic years, and the undergraduate colleges are responsible for training in the third and fourth academic years. Those who have passed the study period and have passed the score will be awarded an undergraduate diploma by the undergraduate college. If the bachelor's degree is met, a bachelor's degree certificate will be awarded. The joint training work arrangements are shown in the "2020 Hunan Province High School (Second Vocational College) Starting Pointed Training Schools for Undergraduate Rural Secondary Vocational Professional Courses" (Appendix 5).
4. Training funds
According to the "Notice of the General Office of the People's Government of Hunan Province on Issuing the Implementation Plan for the Division of Financial Rights and Expenditure Responsibilities of Provincial and Municipal Cities in the Field of Education" (Xiangzheng Office [2020] No. 15), the training funds required for provincial project plans shall be shared by the provincial and municipal finances at a ratio of 7:3, and the training funds required for municipal and prefecture project plans shall be borne by municipal and county finances.
5. Admissions objects and conditions
(I) Undergraduate level high school and junior high school teachers
1. Have the county, city and district household registration determined by the enrollment source plan.
2. Age under 22 years old (born on September 1, 1998 and later).
3. In 2020, Hunan Province's general college entrance examination scores reached the admission control score line for the corresponding batch of admission schools (among them, musicology and art majors reached the second batch of admission control score line for the undergraduate music and art in Hunan Province, respectively).
4. Be healthy and pass the physical examination. The physical examination requirements shall be implemented in accordance with the "Notice on Doing a Good Job in the Physical Examination of General Higher Education Institutions in the Province in 2020" (Xiangjiaokaopuzi [2020] No. 2).
5. Love the basic education cause, voluntarily apply for the public-funded targeted training of normal students for high school and junior high school teachers (hereinafter referred to as "public-funded targeted normal students "), and ensure that after graduation, follow the arrangements of the relevant education administrative department , teach in rural high schools and junior high schools in cities, prefectures, counties, cities and districts designated by the enrollment plan, and serve for no less than 6 years.
(II) Undergraduate level secondary vocational professional teachers
1. Age under 22 years old (born on September 1, 1998 and later).
2. Candidates who apply for the general college entrance examination enrollment plan will reach the admission control score for the corresponding batch of admission schools in Hunan Province in 2020; candidates who apply for the corresponding enrollment plan will reach the admission control score for the corresponding major category of undergraduates.
3. Be healthy and pass the physical examination. The requirements for physical examination work shall be implemented in accordance with the "Notice on Doing a Good Job in the Physical Examination of General Higher Education Institutions in the Province in 2020" (Xiangjiaokaopuzi [2020] No. 2).
4. Love the secondary vocational education, voluntarily apply for the secondary vocational professional courses to train normal students for public-funded targeted training (hereinafter referred to as "publicly funded targeted normal students"), and ensure that after graduation, obey the arrangements of the relevant education administrative departments, teach in rural secondary vocational schools in counties, cities and districts designated by the enrollment plan, and serve for no less than 6 years.

Municipal, county, municipal and district education (sports) bureaus, high school (secondary vocational schools) and training schools should use newspapers, posters, radio, television, the Internet and other forms to announce the admission policies and admission plans of this document to the public. High school (secondary vocational) schools should also promote and mobilize senior high school students and parents.

Candidates log in to the online application system (www.hneao.cn/ks) before filling in the application to confirm the candidate's household registration information to ensure that the online household registration information is consistent with the candidate's household registration information on the candidate's household registration book. The candidate's online household registration information will be used as an important basis for candidates applying for undergraduate high school and junior high school teachers and signing relevant agreements. If the candidate is unable to admit and sign the agreement normally due to the incorrect confirmation of the candidate's household registration information, the candidate himself shall be responsible for the result.

1Fill in the application
Candidates shall fill in the relevant application in the "Provincial Public Fund Targeted Normal Student" application column according to this article and the admission plan announced by the Provincial Education Examination Institute; among them, candidates who fill in the application plan for undergraduate high school and junior high school teachers should fill in the corresponding application according to the county, city and district where the candidate is registered and the corresponding admission plan for household registration. Any college or major that does not meet the requirements of the relevant household registration policy shall be deemed to be invalid. The time and requirements for filling out applications (including soliciting applications) shall be implemented in accordance with the relevant regulations of the Provincial Education Examinations Institute.

The Provincial Education Examination Institute provides the list of candidates who have filled in the relevant application to the enrollment schools based on the candidate's wishes ( students who have insufficient students can appropriately reduce the scores, but the maximum score will not exceed 20 points. After the first filing and admission is completed, if an enrollment school fails to complete the enrollment plan, the Provincial Education Examination Institute will announce the vacancies for the school through the Internet and the media, and organize unsuccessful candidates to fill in the application and collect their applications. After the admission is completed, the enrollment school will fill out the "2020 Hunan Province High School (Second Vocational College) Starting Rural Teachers' Publicly Funded Targeted Normal Students" (Appendix 6), and will send the "2020 Hunan Province High School (Second Vocational College) Starting Rural Teachers' Publicly Funded Targeted Normal Students' Admission List" to the Municipal and Prefecture Education (Sports) Bureau to the admission plan targeted by the Municipal and Prefecture Education (Sports) Bureau, and the Municipal and Prefecture Education (Sports) Bureau will then send a letter to the relevant county, city and district education (Sports) Bureau.

Sign the "Hunan Province Rural Teachers Public Fund Targeted Training Agreement"
1. Sign an agreement. The municipal, prefecture, county, city and district education (sports) bureaus shall organize the admission of candidates to sign an "Agreement" (in quadruple copies) with the people's government at the same level based on the "2020 Hunan Province High School (Secondary Vocational College) Publicly Funded Targeted Normal Student Admission List".
Municipal and prefecture Education (Sports) Bureau summarizes the "Agreement" signed by the municipal and prefecture levels and counties under its jurisdiction, and will be sent to the relevant enrollment schools by training type and enrollment schools before August 25. When signing the "Agreement", the admitted candidates should bring their household registration book for relevant information on the education (sports) bureaus of cities, prefectures, counties, cities and districts. Anyone who fails to comply with the relevant enrollment policies after review cannot sign the "Agreement". The education (sports) bureaus of cities, prefectures, counties, cities and districts shall produce the "Agreement" in accordance with the style of the agreement issued by the Provincial Department of Education; any content that does not match the content shall be deemed to be invalid and shall not enter the next enrollment work procedure. If the candidate is under 18 years old when signing the "Agreement", the candidate and his legal guardian must sign the "Agreement" together; if the candidate himself and his legal guardian sign the "Agreement" shall be deemed to have automatically waived the admission qualification, and the candidates involved shall not enter the next admissions work procedure. If a candidate fails to sign the "Agreement" within the specified time, the candidate shall be deemed to have automatically waived the admission qualification.
2. The specific time, location and other information of the signing of the Agreement shall be announced by the municipal, prefecture, county, city and district education (sports) bureaus in a timely manner according to work needs and notified relevant candidates in a timely manner so that candidates can grasp the relevant information in a timely manner.

1 Issuing admission notice
After receiving the "Agreement" sent by the Municipal and Prefecture Education (Sports) Bureau, each enrollment school will issue an admission notice to candidates who have been admitted and signed the "Agreement".

Admission and review
Admission candidates report to the admission school with the admission notice. After freshmen enter school, the enrollment school will conduct a re-examination of public-funded targeted teacher students within one month of admission.If the review is qualified, the admissions school will sign and stamp its "Agreement", and the "Agreement" will officially take effect; if the review is not qualified, the public fund targeted teacher qualification will not be qualified for public fund and will be handled in accordance with the relevant national admissions and student management regulations. After the admissions school signs and stamps the Agreement, it should send the Agreement to each party and deposit it into the personal files of the new students of public-funded targeted teacher education students. The enrollment school summarizes the registration status of the candidates admitted to the school, fill in the "2020 List of Publicly Fees Targeted Normal Students for Rural Teachers from Hunan Province High School (Secondary Vocational College)" (Appendix 7), and submit it to the Provincial Department of Education (including electronic documents) before the end of October.
7. Relevant policies
1. When filling out applications for the same round of undergraduate early enrollment, candidates who apply for the "Provincial Public Fund Targeted Normal Student" application cannot apply for military, public security , navigation, civil aviation flight students, art, grassroots agricultural technicians, rural order targeted free undergraduate medical students, other colleges (major) in the undergraduate early enrollment.
2. Determine the major of candidates according to the principle of "score priority and follow the volunteer", and give priority to the admission of direct volunteer candidates (first admit direct volunteer candidates online, then lower the score to admit direct volunteer candidates). When the source of direct volunteer students is insufficient, the candidates who are "professional obedience" will be adjusted from high to low.
3. The tuition, accommodation fees, textbook fees and military training and clothing fees for public-funded targeted normal students during school study are free of charge, and the required fees are borne by the public financial expenses; and they enjoy the grants and other subsidies in accordance with relevant national and provincial regulations, and enjoy the same treatment as other students within the scope of the funding policy.
4. Public-funded targeted teacher students are not allowed to transfer to school during their study period, and in principle they are not allowed to change majors.
5. Publicly funded targeted normal students should pass the national unified examination for primary and secondary school teacher qualifications before taking up their posts, and obtain the corresponding teacher qualifications, and meet the conditions for the corresponding teacher's certificate of employment. Otherwise, they will be handled as a breach of contract.
6. After graduating from public-funded targeted normal students, they will teach and serve according to the service area and type of school specified in the enrollment plan, and the time will be for no less than 6 years. Their teaching positions and staffing will be implemented by the counties, cities and districts that signed the agreement in accordance with relevant regulations.
7. Publicly funded targeted teacher students are not allowed to pursue a general master's degree in full-time during the service period specified in the agreement, but they can pursue a professional degree in education on-the-job.
8. During the service period specified in the agreement, public-funded targeted teacher students may move between the corresponding schools in the targeted counties, cities and districts, or engage in education management work based on the service area and type of service provided by the teaching school, based on the service area and type of service in the enrollment plan.
9. Public-funded targeted teacher students who fail to fulfill the agreement will refund the public-funded training fees they enjoy in accordance with regulations and pay a liquidated damages.
10. The education administrative departments of cities, prefectures, counties, cities and districts are responsible for the performance management of public-funded targeted teacher students in their administrative areas, establish integrity files, publish breach records of public-funded targeted teacher students, and record the breach of contract in the personnel file, and are responsible for managing the refunded public-funded training expenses and liquidated damages. Before the end of December, the education (sports) bureaus of each city and prefecture should summarize the relevant situation of public-funded targeted normal graduates who have completed the breach of contract handling procedures in their jurisdiction, fill out the "2020 Hunan Province Public-funded Targeted Normal Graduates' Breach of Contract Handling" (Appendix 9), and submit it to the Provincial Department of Education (including electronic documents).
