Countries call on China to accelerate the development of R290 air conditioning

Xiao Xuezhi, deputy director of the Center for Environmental Protection Foreign Cooperation for the Ministry of Environmental Protection, said in his speech that in 2015, China has exceeded its commitment to reduce HCFCs emissions by 10% and is working towards the goal of reducing HCFCs by 30% by 2020. At the same time, we also need to study, analyze and negotiate the impact of the Kigali amendment on energy conservation in China and China's air conditioning industry. At present, China's primary task in fulfilling the Montreal Protocol is to accelerate the phase-out of HCFC substances. In addition, because HFC substances such as R410A have been included in the control catalog of the Kigali amendment, it is very urgent to accelerate the promotion of R290 air conditioners for the room air conditioner industry. All of these require the room air conditioner industry and enterprises to be fully prepared.

Zhong Zhifeng, deputy director of the third project department of the Ministry of Environmental Protection’s Environmental Protection Foreign Cooperation Center, gave a detailed introduction to the progress of refrigerant replacement in the room air conditioner industry. According to him, the first phase, that is, from 2011 to 2015, China's room air conditioner industry has eliminated 59,000 tons of HCFC production and 45,000 tons of HCFC use. 23 R290 production lines have been transformed and production capacity has been formed. At the same time, the room air conditioner industry has also achieved outstanding results in the marketing promotion, standard setting, installation and maintenance training of R290. For example, the R290 safety standards and R290 product standards were revised, research on R290 refrigerants, compressors, etc. was carried out, 22 training centers were established, maintenance industry standards were revised, and environmentally friendly and low-carbon marks were issued.

However, in the second phase of HPMP implementation, R290 air conditioners will still face many challenges, such as capacity building, standards, installation and maintenance, etc.

R290 air conditioner is being promoted globally, and capacity building is very important. In a report on the global market trend of R290 air conditioners, Ole Nielsen, the United Nations Industrial Development Organization, said that at present, Algeria , Tunisia , Saudi Arabia , Pakistan , Brazil , Nigeria , Egypt and other countries have already tried to apply R290 on air conditioners, but they are still lacking in capacity building, so these countries cooperate with China to learn the capacity building of R290 air conditioners. He particularly emphasized that for air conditioners, these countries are countries with high temperature working conditions, with higher performance requirements for air conditioners, and the challenges of R290 air conditioners are also greater, but at present, they are very optimistic about R290 air conditioners. Bernhard Siegele, a German International Cooperation Agency (GIZ), said that many countries around the world are becoming more and more interested in R290 air conditioning, but research and capacity building are still in the experimental stage, so the whole world is waiting for China's R290 air conditioning technology to develop faster.

United Nations Environment Programme Hu Shaofeng believes that before, the industry discussed more about refrigerant replacement and paid less attention to energy efficiency. In fact, the two complement each other. Replacing environmentally friendly refrigerant cannot reduce product energy efficiency. And 30% of energy efficiency depends on the installation of the equipment.However, the current situation is that the maintenance qualifications and certifications are diverse in countries around the world.
