Recently, The anti-China foreign propaganda mouthpiece agency "Free State Radio", a subsidiary of the US State Department , and some island media controlled by the Democratic Progressive Party of Taiwan, have hyped up a piece of news, saying that a Chinese netizens revealed that he was blocked by China's "border inspection" when he was planning to study abroad in Canada recently, saying that he is now "strictly restricting his exit", and even "cutting" his passport.

At present, this matter has been denied by the State Immigration Administration of China. But how did this rumor come about?

The source of the rumor: the "hate country community" of overseas social networks

Judging from the "skinning" of Weibo netizen @Wraitheon on his personal Weibo, this rumor first appeared in a social group called CLTV (also known as "surfing TV/Chong Lang TV") on the overseas social media Reddit (also known as "Reddi").

This social group is currently a larger "hate country" organization in the overseas "simplified Chinese circle". The group of the organization usually shows a tendency to hate Chinese society and hope to immigrate or reincarnate abroad as soon as possible. It often distorts the policies or policy spirits issued by the Chinese government by fabricating various extreme rumors and distorting some policies or policy spirits issued by the Chinese government. The Internet within China and the entire "simplified Chinese" circle "bring the rhythm" and "create anxiety", or "translate" some extreme remarks from the domestic network abroad to generalize and vilify Chinese society. The so-called "big translation movement" emerged from this community.

Now this "passport-cutting" rumor is the "hate country account" of the community that the Chinese government decided to tighten its entry and exit policy in July last year to respond to the situation of the new crown epidemic, and to prevent the issuance of ordinary passports and other entry and exit documents by the Chinese government in response to the situation of the new crown epidemic. The purpose is to create anxiety among the group of overseas students, and then incite opposition and hostility to China's major epidemic prevention policies on China's Internet.

There is another update background for this matter, that is, due to the severe epidemic situation in the country in recent months, relevant Chinese government agencies held meetings again at the end of April and May this year and emphasized the need to "strictly implement strict and tight entry and exit policies, strictly restrict non-essential exit activities of Chinese citizens, and strictly approve and issue entry and exit documents." However, these measures to deal with the epidemic have become targets for the extreme hype of "hate countries" and even "anti-China" groups abroad.

Go back to the rumor itself. This rumor that "the passport of international students is cut" was posted on Reddit's CLTV community more than 10 days ago by an account named LETSGOBRANDON8888. At that time, the account claimed that "I was studying for college, went to Canada to study in college, got the luggage tag , and filled in the customs fingertip code. The border inspection attitude was very bad. I asked me what I was doing in Canada. I showed him the study visa and said I was studying abroad. He asked me if there were any offline classes. I was a slut. I was reading the language first, and it was still online. He found someone who seemed to be the leader and cut my passport directly, saying that if you don't have offline, why are you going out for something?"

He also gave this post an extremely eye-catching title "My life is over", and a picture of a passport being "logged out":

Not only that, in order to make his post look more "real" and more "live", the account has also posted on this post many times, claiming that he is "still at the airport", "I am confused now", "The plane has flew away now, and I am still at the airport, what should I do?", and there are other people who are "cutting the passport".

Dissemination chain: Overseas Internet "hate the country community" - the anti-China mouthpiece of the US government - the domestic network

However, this rumor officially spread on the Internet, around May 10.On this day, the mouthpiece media "Free X-State" of the US State Department's anti-China political propaganda targeting the "Chinese World" was used as a hype material in order to distort and discredit the epidemic prevention policy proposed by the State Immigration Administration of China on April 27, which "continue to implement strict and tight entry and exit policies, and continue to advocate mainland personnel not to leave the country unless necessary or urgently", so as to use this rumor as a hype material, and want to use this to "set the pace" that China is "closed to the country" and prevent people from "exposing foreign ideas." Later, this anti-China propaganda manuscript by "Free Radio X" was reprinted by Taiwan's "Central News Agency" and other media controlled by the DPP authorities.

Later, this rumor flowed into the domestic network and social platforms, and "successfully" incited "anxiety" among people who need to study abroad. Moreover, judging from the clues posted by Weibo user @Wraitheon on his personal Weibo, some WeChat account is still actively cooperating with overseas forces to hype, not only posting screenshots of the relevant rumors, but also saying that the rumors are "true" and "my best friend is in a study abroad company."

There is information that some people who hyped this rumor on the Internet in China also specifically "find" . The National Immigration Administration issued a document on May 12, again emphasizing the need to "strictly implement strict and tight entry and exit policies, strictly restrict non-essential exit activities of Chinese citizens, and strictly approve and issue entry and exit documents."

This also fully demonstrates the complexity of the public opinion struggle around China's epidemic prevention policy.

The "bankruptcy" and "mutation" of the rumor

But what is quite magical is that before the China National Immigration Administration officially refuted the rumor on May 13, this post had already caused controversy in the CLTV community because of the "involuntary" of the "hate country" circle.

It turned out that the "passport cancellation" picture issued by the account that claimed that he was "cut by passport" when studying abroad was an "old picture" that was used by other "hate countries" accounts in the community. The latter at that time was to show that he had "departed from Chinese nationality", so he posted a picture of "passport cancellation".

As a result, this rumor post was banned by the community itself because of "stealing pictures". This also reflects that in order to attract attention by "unknown countries" these accounts in the "hate country" have begun to " indirect ".

It is worth noting that after this post was killed by the community for "stealing pictures", "Free X Radio" also deleted the relevant departments in its article. This may indicate that the official anti-China foreign propaganda mouthpiece in the United States has different relationships with this community or related posters.

But the "Central News Agency" on the island seems to be unaware of it and still retains this part in the report. It seems that these anti-China and hatred circles are not only "intra-converted", but also hierarchical.

However, in addition to the "version" listed above, which uses "international students" as "story material", there are many other "variants". "Free X-State" also mentioned two other "mutants" rumors in its anti-China propaganda manuscript on May 10, one is the so-called "cutting overseas Chinese green cards" of Chinese border inspection, and the other is that people returning from abroad "were cut their passports because they went abroad."

In this regard, the State Immigration Administration of China released a message on its official WeChat official account on May 13, saying that the spokesperson of the State Immigration Administration of recently accepted an interview with the news media and clearly stated that the statement that China's "suspension of passports" and "banning the exit of green cards" that appeared in some overseas media is fake news, which is distorting and smearing our entry and exit management policy, and intends to interfere with the law, accurate and effective entry and exit management measures under normalized epidemic prevention and control conditions. I hope that the majority of people entering and leaving the country will not believe in rumors.

The spokesperson also said that if you encounter entry and exit problems, you can consult and learn about relevant policies through the local entry and exit management department service window, the government website of the State Immigration Administration, the WeChat and Weibo government new media platform, or call the "12367" 24-hour service hotline to consult and understand relevant policies and accurately grasp authoritative information.
