Recently, the Standing Committee of the 13th Shandong Provincial People's Congress reviewed and passed the "Shandong Province Anti-Food Waste Regulations", which stipulates that catering service operators shall not mislead or induce consumers to order excessively, and shall not set a minimum consumption amount. Consumers participating in the "Clean Plate Campaign" can be rewarded through cashbacks and other methods.
One porridge and one meal should think about how hard it is to come by; half a thread, always think about how hard it is to have material resources.
Last year, the "Anti-Food Waste Law of the People's Republic of China" was promulgated, which is the first law to target food waste in my country. The regulations issued by Shandong this time are a follow-up at the local level, clarifying the responsibilities of relevant departments, and putting forward requirements for catering operators, unit canteens, schools, official receptions, etc. At the same time, it also issued a call to the public to "resist the bad habit of extravagance and waste" and actively implement the "Clean Plate Action".
The introduction of this regulation will undoubtedly further curb "waste on the tip of the tongue" and will help further create a social trend of "practice of thrift and oppose waste".
In fact, in addition to legislation, Shandong's various levels and departments have also made active explorations in opposing food waste.
For example, many government canteens in Shandong were the first in the country to install anti-catering waste "electronic eyes". Taking Tianqiao District Government Affairs Service Center as an example, the waste of breakfast and lunch meals in employee restaurants has dropped by nearly 10%. For example, through technology, help reduce food waste. In an area where business office buildings are relatively concentrated, Qingdao Jimo District promotes intelligent Chinese food robot systems to quantitatively match raw materials and accurately control them. These active explorations have reduced food waste and will play a good demonstration and leading role.
Food is the most important thing for people, and food is stable and the world is safe. Opposing food waste is ultimately about ensuring food security.
If opposing waste is to establish rules and "subtraction" at the consumption end of the downstream of the grain industry chain, then reducing losses and increasing production is to find ways to "addition" at the upstream of the grain industry chain. In this regard, Shandong is also moving forward with a down-to-earth approach.
In recent years, Shandong has further ensured that the "granules are returned to the warehouse" through policy support, technological assistance, and other measures to carry out large-scale competitions for collection and loss reduction. Data shows that this year, Shandong's summer grain planting area was 60.07 million mu, and the total output of summer grain was 52.832 billion jin, an increase of 88 million jin over the previous year. This summer grain report card was not easy due to severe impact from the autumn flood last year.
Last year, the International Conference on Food Reduction was held in Jinan. At the meeting, the "Shandong Province Grain Reduction Action Plan" was released. The action plan determined the principles and goals of grain loss reduction, and focused on reducing losses in the entire grain industry chain, and proposed 30 specific measures from 6 aspects. By 2025, Shandong will form a long-term mechanism for reducing food loss in the whole society based on legal protection and healthy consumption.
Food security is "the biggest thing for the country". By establishing rules, we will severely curb "waste on the tip of the tongue" to reduce losses and increase income and enrich the food in the hands of the people. With one meter and one grain, what Shandong practices is exactly "the Chinese people's job must be firmly held in their own hands at all times."
