According to the Oceanographic Institute of the Ministry of Natural Resources, the 13th Intergovernmental Meeting of the Western Pacific Subcommittee of the Intergovernmental Oceanographic Commission of UNESCO (UNESCO-IOC/WESTPAC) was held via video from April 27 to 29, 2021. The meeting was successfully held. According to the agenda, the conference held the re-election of the WESTPAC chairman and vice-chairman. On April 29, researcher Qiao Fangli from the Marine Institute of the Ministry of Natural Resources recommended by my country was successfully elected as the chairman of WESTPAC.
According to relevant rules, the WESTPAC chairman and vice-chairman are re-elected every two years. The chairman and vice-chairman of WESTPAC are mainly responsible for the comprehensive coordination of WESTPAC work, participating in various activities of the International Maritime Commission on behalf of WESTPAC, organizing and hosting WESTPAC-related international conferences, etc.
It is reported that the Intergovernmental Oceanographic Commission (UNSCO-IOC) is an intergovernmental functional autonomous organization affiliated with UNESCO. It is a specialized functional agency in the United Nations system responsible for marine scientific research, observation and services, and capacity building. Founded in 1989, WESTPAC is the regional branch of UNESCO-IOC in the Western Pacific and adjacent regions. Its members currently include 22 member states including East Asia, Southeast Asia, the United States, the United Kingdom, France, and Australia. Its main function is to implement the IOC It will organize the development of global ocean science and ocean observation service projects in the Western Pacific region, and initiate, promote and coordinate ocean science, observation service and capacity training projects suitable for the region based on the common interests of member states in the region. For a long time, our country has been actively participating in various activities of UNESCO-IOC and WESTPAC and playing an important role in them.
In recent years, the Ministry of Natural Resources has actively promoted the project reform of WESTPAC on behalf of my country, and has taken the lead in launching a series of regional cooperation projects, including the "Response of Marine Hazards to Climate Change in the Western Pacific (ROSE)", "Southeast Asia Marine Environment Forecasting System (ROSE)" OFS)" and "Monsoon Outbreak Monitoring and Social and Ecological Impacts in the Indian Ocean (MO MSEI)", etc., and hosted UNESCO-IOC's first training and research center - "UNESCO-IOC Ocean Dynamics and Climate Training and Research Regional Center (ODC)", which has provided services to 43 countries around the world in the field of ocean and climate in the past 10 years. The country has trained more than 400 trainees and made important contributions to promoting marine science and technology cooperation in the Western Pacific region.
