Comrade Cai Yangmeng worked successively in the Southern Zhejiang Guerrilla Column, the Wenzhou Special Administrative Police Department, the Hangzhou Municipal Public Security Bureau, and the Provincial Public Security Department. He experienced the liberation war of fighting against enemy counterrevolutionary activities. He also battled wits and courage with criminals after the founding of New China. After retirement, he devoted himself to theoretical research on public security and has been serving as the retired branch secretary.
