In order to support the post-epidemic economic recovery and reduce the burden on enterprises, the bidder can apply to pay the mining rights transfer income in no more than three installments, with the installment time limit not exceeding 2 years. The first installment payment ratio shall not be less than 30% of the total transaction amount, and the payment shall be made within 10 days from the date of signing the transfer contract. The winning bidder shall start construction within one year after obtaining the mining license. Mine ore transportation must adopt corridor transportation, install weighing and measuring devices, and be connected to the transportation "smart transportation" system.
