The first point is that Ukraine has no money and will not have any grants to order new weapons. The annual military expenditure is only enough to pay wages and daily maintenance. Therefore, the orders for the Ukrainian military's weapons reform are basically all about painting big cakes. At the core, we must play the performance of our existing weapons and equipment as much as possible.
The focus of the military reform is to reform the entire Army headquarters and separate the functions of recruitment, training, logistics, etc. from the combat troops, which are only responsible for commanding operations.
The main responsibility of the Army Command is to form troops, be responsible for supporting, training and developing technical equipment. The core is that even if you don’t buy weapons and equipment, you must ensure the payment of military wages, bonus payments and welfare housing allocation. Secondly, establish a land defense brigade to serve as the rear guard and trench line mission.
