However, after entering the late 1970s, the social security situation in our country has undergone great changes. The number of cases filed by my country's public security organs in the past years has begun to increase year by year. At that time, the total number of my country's police force was only about 680,000. Compared with the total number in the 1950s, it did not rise but fell, but the total population of our country continued to increase. The police force in our country is insufficient, especially the grassroots police officers on the front line, are facing great pressure. With the increasing number of cases, our country launched the crime of gangsters in 1979.
According to the regulations at the time, those who commit serious crimes of gangsters may be sentenced to more than 7 years in prison. From the late 1970s to the early 1980s, the number of cases filed by my country's public security organs was still increasing. In 1981, the number of cases filed reached more than 890,000. In 1982, although the total number of cases filed decreased, the number of serious and serious cases increased significantly. Faced with complex situations, in order to ensure the safety of the masses, economic development and order stability, our country began a famous crackdown in 1983. At that time, in order to deter various criminal activities, the standards for gangster crimes were further improved and the crackdown was comprehensively strengthened. The description and evaluation of gangster crimes were very serious.

According to the description of Document No. 31 of 1983: Rogue gangs are social scum generated under new historical conditions. They use cruel means such as killing and robbing people, raping women, hijacking ships, setting fires and explosions to harm innocent people, which is extremely harmful to social security. We must understand the nature of the gangster gang and must not underestimate their destructive effects. It must be destroyed resolutely. We must capture all the gang members in one go. On September 2, 1983, our country issued the "Decision on Severely Punishing Criminals Who Seriously End the Social Security".
According to the requirements of the decision, the punishment standards for hooligan crimes have been greatly improved. Those first offenders of hooligan gangs or rogue elements with particularly serious circumstances can be sentenced to death. During the crackdown period, a considerable number of criminals were sentenced to hooliganism, basically for fixed-term imprisonment of more than 10 years, life imprisonment or death penalty. Seriously, the effect of the crackdown is very obvious. Because in 1984, the number of cases filed by the public security organs quickly dropped to more than 500,000, and the total number of cases filed decreased by more than 300,000. People from all over the country applauded the social security after the crackdown, and a large number of criminals were severely punished.

Let’s look at the issue of hooligan crime. The scope of hooligan crime is so wide that many criminals are sentenced to hooligan crimes, but their crimes are actually different. The crime of rogue began to be implemented in 1979 and may have been restricted by the times in all aspects. After entering the 1980s, my country's judicial organs had a series of exchanges with various foreign judicial organs. The judicial organs in my country are gradually developing, and the characterization of hooligan crimes is inaccurate and the specific scope is too large, which is not conducive to the trial of specific cases.
Therefore, in 1991, the judicial authorities had begun to discuss the abolition of hooligan crimes. At that time, the judicial authorities' suggestions were: The concept of "rogue" was unscientific and easy to be ambiguous in understanding, and should not be used as a criminal offense in criminal law. The draft proposal envisages decomposing the crime of hooliganism into six charges, namely, the crime of gathering crowds to fight, provoking trouble, forced molestation of women, child molestation, insulting women, and condoning crowds to commit adultery. The statutory maximum sentence for the decomposed crime should be controlled and should not be too high. If a serious crime is sentenced to life imprisonment or death penalty, it shall be punished as multiple crimes. It can be seen from this that my country's judicial construction is gradually improving and refining, which is very important.

1997, my country revised the Criminal Law. After the revision, the crime of gangsters was formally abolished. At the same time, the original hooligan crimes were divided into seven or eight crimes, including provoking trouble, gathering crowds to fight, and insulting women. After this, all types of criminals have special corresponding crimes to be tried. Seriously, although the crime of gangster has been revoked. But for those older people, it is basically called "Sound". For those who are not doing their jobs and are chaotic everywhere, or those who are released, some older people still call them "old hooligans."
