After the 2018 "nine-in-one" election on the island, Su Zhenchang was appointed as the head of the administrative department by Tsai Ing-wen, and his second daughter Su Qiaochun has been serving as the creative design director at the "two-three design" company on the island. For the purpose of avoiding suspicion, Su Qiaochun once publicly claimed that while Su Zhenchang was the head of the island's administrative department, she and her "Second and Three Design" company would not participate in the bidding of any bids for the island's administrative department.

The amount involved in this bid amounted to NT$24.95 million. The most important construction is the multimedia implementation plan. But it is questionable that Chunyuan Construction Company, which obtained this bid, did not have any professional departments related to multimedia, so the Kuomintang doubted how they easily obtained the bid in Taoyuan City. Because according to normal logic, Chunyuan Construction Company cannot obtain a bid case just for multimedia, and even the possibility of participating in the bid is very small.
Moreover, the form of Chunyuan Construction Company's bidding case was very interesting. The Taoyuan Municipal Government gave the bidding case to the company without an announcement on the Internet. During the investigation, the Kuomintang found that the person in charge of multimedia design was Su Qiaochun's "23 Design" company. Chunyuan Construction only held one meeting on this matter, but the "23 Design" company had four meetings on this matter. When the Kuomintang members retrieved relevant information, they found that Su Qiaochun had attended relevant meetings many times.
The Kuomintang had a strong doubt on this, which was simply "building a plank road openly and traveling to Chen Cang secretly." That is, Su Qiaochun asked other companies to come forward, and then used his family relationship to help these companies get the bid.
