Carrie Lam said that in order to thoroughly safeguard national security, "we must fully understand overall national security concept , and implement each concept in all aspects to achieve the purpose of 'prevention'." Examples of "improving the selection system" and the oath system of public officials are all "prevention" work that will be immediate. She said that Hong Kong is still in the early stage of maintaining national security, and she said that the next government must further improve the "political awareness, national security awareness, overall view and spirit of not fearing struggle" of the governance team, emphasizing that it is necessary to live up to the country and the people.
She also said that SAR officials must see that the situation in Hong Kong is still grim and complex, especially the external forces surrounding China are constantly emerging, while local radicals and even underground organizations that advocate terrorism are still ready to move, believing that the national security awareness and political responsibility of the senior government and public institutions must continue to deepen.
