Specifically, the basic salary of personnel in government agencies and institutions has generally increased, with the focus on tilting towards the grassroots level. For example, the basic salary standards for the lowest level of civil servants are increased from 630 yuan to 1,320 yuan; for the lowest level of workers, professional and technical personnel, and managers in public institutions, the basic salary standards are increased from 610 yuan, 630 yuan, and 3,150 yuan to 1,280 yuan, 1,320 yuan and 6,940 yuan respectively. The basic salary standards for primary and secondary school teachers and hospital nurses have been increased by 10%. In addition, the retirement expenses of personnel in government agencies and institutions of different levels have also been increased.
According to the information previously disclosed by the Ministry of Human Resources and Social Security, this adjustment is not simply to raise wages for staff of government agencies and institutions, but to focus on optimizing the salary structure, increasing the proportion of basic wages, and standardizing the distribution of allowances and subsidies. It is reported that civil servants’ salaries are divided into three parts—basic salary, allowances and subsidies, and bonuses. The salaries of staff in public institutions are also composed of three parts, including job wages, performance wages and allowances and subsidies.
In this reform, the salary ratio of public institutions and civil servants will be "one increase and one decrease", that is, the amount of allowances and subsidies will be reduced to the basic salary, thereby increasing the proportion of basic salary.
