"Hebei Province Electric Bicycle Management Regulations" will come into effect on May 1. In order to standardize the registration of electric bicycles in the province and ensure that more than 25 million electric bicycles in our province are registered and registered, according to the "Hebei Province Electric Bicycle Management Regulations", the Provincial Public Security Department has formulated the "Hebei Province Electric Bicycle Registration Regulations" (hereinafter referred to as the "Regulations").
The contents of the "Regulations" include general provisions, registration, change of registration, transfer registration, cancellation of registration, other provisions, legal responsibilities, and appendixes. There are 8 chapters and 30 articles in total:
(I) Clarify the registration subject and strengthen information disclosure.
The "Regulations" clearly state that the traffic management departments of the public security organs of prefecture-level cities, counties (cities) are responsible for the specific work of electric bicycle registration within their administrative areas, and may entrust government service points of townships (towns) or street offices, and the public security police stations to handle electric bicycle registration related business. Motor vehicle registration service stations, motor vehicle safety technical inspection agencies, electric bicycle sales units, and police postage, police security, police bank cooperation service points, etc. that are confirmed by the traffic management department of the local public security organs, can entrust electric bicycle registration services based on the owner of the electric bicycle. And announce the location, name and contact information for the registration of electric bicycles to the public. By maximizing the number of agency points, we will complete the centralized registration and registration of a large number of existing electric bicycles; by establishing a "licensed sales" system, we will ensure the normal registration and registration of incremental electric bicycles, and achieve efficient and convenient conditions for the people.
(II) Unify provincial standards and improve management efficiency.
The "Regulations" clearly state that the electric bicycle registration and management system is unified across the province, and the electric bicycle driving license and registration are subject to electronic management. The styles of electric bicycle license plates and electronic driving licenses are formulated by the traffic management department of the provincial public security organs. At the same time, the "Hebei Province Electric Bicycle License Plate Production Specifications" was formulated to clearly stipulate the classification, specifications, colors, styles, substrates, production, appearance, installation, packaging of license plates. License plates are divided into two categories and three types. The official license plates are green and yellow (operation), and the temporary license plates are white, ensuring that the license plates are unified throughout the province. Through the classified management of license plates, the implementation of the transition period system is ensured.
(III) Refine the registration process and highlight the convenience and benefits of the people.
The "Regulations" clarify the specific circumstances for applying for registration, change, transfer, and cancellation of registration, the content of the materials, registration content, review content and time limit requirements that need to be submitted; for those who lose their origin certificates such as "Car Purchase Voucher" and re-issue the license plate, the public's business will be convenient for the public's business through self-certification; for registered electric bicycles that are stolen, the handling of various business of the vehicle shall be stopped based on the application of the owner and the situation provided by the relevant case handling department. After the case is solved and returned to the vehicle, it will be restored to protect the legitimate rights and interests of the public.
(IV) Clarify legal responsibilities and strengthen law enforcement supervision.
The "Regulations" clarify that the traffic management departments of provincial public security organs are responsible for the guidance, inspection and supervision of the registration and management of electric bicycles in the province, and clarify the legal responsibilities of the traffic management departments of the public security organs, the relevant personnel responsible for registration, the service points entrusted to register and their staff; stipulate that if the electric bicycle registration is obtained by improper means such as deception and bribery, the traffic management departments of the public security organs will be revoked. For suspected robbery of electric bicycles, the public security organs will handle it in accordance with the law; stipulate that the information of the registration management system shall not be disclosed, registration business shall not be handled in violation of regulations or other services shall be provided for compulsory.
