Nandu News Reporter Wang Muguang Recently, the implementation details of the second round of "Car Happy Shopping" automobile consumption subsidy activities in 2022 were released. The implementation details clarify the subsidy standards, applicable objects, application conditions, application procedures, etc. of this automobile consumption subsidy activity.
1. Event content
2022 From October 1 to November 30, 2022, individual consumers who purchase cars at car dealers participating in this event can apply for car purchase subsidies ranging from 6,000 yuan to 21,000 yuan. The total amount of car purchase subsidy for this event is RMB 20 million, first come first served in the order of application and will be issued upon issuance.
2. Subsidy standard
Subsidy is given in four levels according to the amount of the purchase invoice (including tax price) of individual consumers who purchase a single car:
First level: between 100,000 yuan (including) and 200,000 yuan (excluding), subsidy of 6,000 yuan; 2nd level: between 200,000 yuan (including) and 300,000 yuan (excluding), subsidy of 13,000 yuan; 3rd level: between 300,000 yuan (including) and 500,000 yuan (excluding), subsidy of 18,000 yuan; 4th level: above 500,000 yuan (including), subsidy of 21,000 yuan.
3. Applicable objects
1. Individual consumers who purchase cars at car dealership companies participating in this event (excluding non-natural consumers).
2. The purchase time must be from October 1 to November 30, 2022, and the date on the purchase payment voucher and the purchase invoice shall prevail.
3. The purchased vehicles must be fuel vehicles or new energy vehicles with emission standards above National VI or above (included in the Ministry of Industry and Information Technology's "Catalogue of Recommended Vehicles for Promotion and Application of New Energy Vehicles").
4. The purchased vehicle must be a new vehicle and complies with the small and micro passenger cars specified in the Motor Vehicle Specifications and Terms Classification Table in the Ministry of Public Security's "Terms and Definition of Motor Vehicle Types" (GA802-2019); operating vehicles and special vehicles are not within the scope of subsidy.
4. Application conditions
1. The automobile dealership companies participating in this event are automobile dealers that have been included in the retail industry statistics above the Guangming District limit and operate normally. (See the attachment for details on the list. Auto dealers that meet the conditions during the validity period of the subsidy policy implementation shall apply to this policy and will not be announced separately).
2. The sales contract (or equivalent document, referred to as the "sales contract"), the payment voucher for the purchase of the car, the "uniform motor vehicle sales invoice" issued, and the vehicle driving license , all the above information shall be displayed within the validity period of the subsidy policy implementation (i.e., from October 1 to November 30, 2022).
3. The subsidy applicant must be the purchaser of the vehicle displayed in all materials submitted for the application. The name and ID number must be the same, otherwise it will not be accepted.
5. Application materials
1. Applicant's valid ID card (mainland residents submit second-generation resident ID card within the valid period, Hong Kong, Macao, Taiwan and foreigners submit a pass to the mainland, a pass to the mainland, or a Hong Kong, Macao and Taiwan residents' residence permit and foreign residence permit or passport and other valid documents);
2 .Car purchase payment voucher (swipe the card pos receipt, bank/WeChat/ Alipay transfer screenshots, etc., and the name of the collection company must be displayed);
3. Car purchase invoice;
4. New vehicle driving license;
5. Bank savings card in the applicant's own name (used to issue subsidies);
6. Other information (in special circumstances, information that needs to be supplemented with evidence).
6. Application process
1. Implement the "zero running errands, paperless, online application" method. Applicants who meet the conditions will enter the "Guangming District's second round of 'Car Happy Shopping' Automobile Consumption Subsidy Activity" through the "Yun Flash Payment APP" (it will be launched later, and the system will be closed on December 31, 2022. If the subsidy amount is used up, the system will be closed in advance), and apply online according to the system prompts. If Hong Kong, Macao, Taiwan and foreigners cannot apply through online platform channels, they can send the electronic application materials to their email: [email protected]. The email title must indicate "Guangming District Automobile Consumption Subsidy Application" and please call the consultation number to inform our bureau.
2. Submit information to initially lock the subsidy quota: the applicant submits the application materials at one time according to the system prompts through the third-party online platform channel. The system will make an initial judgment on the uploaded information and lock the subsidy quota after the submission is successful. The total amount of subsidies (20 million yuan) is controlled, and the application order is first come first served. New applications will be accepted upon use of the amount.
3. Material review: Review the materials submitted by the applicant, and the list of review passing will be announced on the Guangming District Government online website (no less than 5 working days).
4. Subsidy issuance: After the end of the public notice period, there is no objection or even if there is any objection, but the reviewed objection is not established, subsidy funds will be allocated to the applicant.
7. Notes
1. The subsidy applicant, the owner of the newly purchased vehicle, the payer of the payment voucher, as well as the new car sales invoice, the new car driving license and the owner of the bank account that accepts the car purchase subsidy must be the same natural person. If you do not belong to the same natural person, you will not be able to obtain subsidy funds.
2. The subsidy applicant must be responsible for the completeness, authenticity and legality of the application materials. If the applicant fails to provide complete and valid materials, he will not be able to obtain financial subsidy funds. Those who provide false information, maliciously apply for subsidies, or defraud them of subsidies will be held accountable in accordance with the law.
3. Automobile dealer companies should accurately introduce to consumers whether the vehicles they sell can apply for this policy. They shall not mislead or deceive consumers, and shall not receive car purchase subsidies in false ways. Otherwise, relevant legal responsibilities will be pursued in accordance with the law.
4. There is no need to pay any fees for this subsidy business.
5. This subsidy project does not accept any agency application. Once it is discovered that the agency applies for the application, measures such as cancellation of the application will be taken as appropriate.

1. This implementation details are interpreted by the Industrial and Information Technology Bureau of Guangming District, Shenzhen City (Bureau of Commerce) and will come into effect on the date of publication.
