1. The urban expressway referred to in this notice refers to the first phase of the Zibo City Urban Expressway Network:
(I) Yuanshan Expressway;
(II) Lutai Expressway;
(III) Changguo Expressway;
(IV) Baoshan Expressway.

2. Pedestrians, non-motor vehicles (including electric bicycles, motor wheelchairs for the disabled) and the following motor vehicles are prohibited throughout the day on the urban expressway:
(I) Motorcycles, "non-standard" electric tricycles , four-wheeled vehicles;
(II) trucks (except pickup trucks), tractors, wheeled special machinery vehicles, special operation vehicles, and crawlers;
(III) Vehicles that have suspended test truck license plates and coach license plates;
(IV) Large and medium-sized passenger cars;
(V) Dangerous goods transport vehicles;
(V) Motor vehicles with a height of more than 3 meters from the ground.
Vehicles performing municipal facilities maintenance, engineering rescue, sanitation operations vehicles and police cars, fire trucks, ambulances and other special vehicles on urban expressways are not subject to traffic restrictions.
3. Motor vehicles must ensure safety when driving on urban expressways:
(I) Motor vehicles driving on urban expressways shall comply with the speed limit regulations indicated by the speed limit sign;
(II) When driving at night or encountering weather conditions such as sand, hail, rain, snow, fog, icing, etc., the driving speed shall be reduced;
(III) When a motor vehicle enters the urban expressway from the ramp, it shall not hinder the motor vehicle that has already driven normally in the urban expressway;
(IV) When a motor vehicle drives off the urban expressway, it shall enter the corresponding lane in advance and slow down.
4. Motor vehicles shall not engage in the following behaviors when driving on urban expressways:
(I) Reversing, moving in the opposite direction, turning around, stopping or chasing;
(II) Overtaking on the ramp;
(III) Driving and rolling the roadway dividing line;
(IV) Continuous use of high beams;
(V) Other acts that violate relevant provisions of road traffic safety laws and regulations.
5. On-site handling of motor vehicles in urban expressways:
Drivers should immediately turn on the hazard alarm flash and move the motor vehicle to a place that does not hinder traffic. If it is difficult to move, the hazard alarm flash should be continuously turned on, and a warning sign should be set 150 meters behind the vehicle. At night, the profile light and the rear light should be turned on at the same time. The personnel on the vehicle should quickly move to a safe area; if it is unable to drive normally, it should be towed and towed by rescue vehicles and wrecking vehicles, and the vehicle should not be repaired on the expressway.
6. Traffic accidents occur in motor vehicles on urban expressways should be handled in accordance with the relevant provisions of road traffic safety laws and regulations:
Vehicle drivers should stop immediately to protect the scene; if personal casualties are caused, the vehicle drivers should immediately rescue the injured and call the police quickly. If the site of the rescue of injured people changes due to the change of the location, the location shall be indicated.

7. When maintaining, repairing and operating on urban expressways, vehicles and personnel shall abide by the following regulations:

(II) When parking on the roadway, reflective safety warning signs should be set at a location not less than 150 meters in the direction of the incoming vehicle;
(III) Operators wear reflective clothing in accordance with regulations;
(IV) Working from 7:00 to 8:30, 17:00 to 19:00, except for special circumstances such as emergency and emergency repair.
The units that implement maintenance, repair and operations should report to the traffic management department of the public security organ in advance. If it affects traffic safety, the consent of the traffic management department of the public security organs shall be obtained.
8. Urban expressway traffic safety management is implemented in accordance with relevant regulations on expressways. Measures such as prohibiting and restricting roads not listed in this notice shall be implemented according to the signs and markings set on the road.
9. Any violation of the provisions of this notice shall be punished by the traffic management department of the public security organ in accordance with the law.
10. This notice shall come into effect on October 1, 2022 and shall be valid on September 30, 2023.
