Canadian Federal Express Channel (EE) will soon welcome the largest policy change since its introduction in 2015 in July this year.
In the past, the Canadian Federal Immigration Department would give invitations to candidates equally according to the CRS score. The applicant's occupational level is not considered. As long as the applicant's own conditions are high enough and his score reaches the current minimum invitation score, he or she can receive an invitation and submit an application for permanent residence to the federal government.

Latest EE reform
Representative Minister of Immigration Aiden Strickland revealed to the public this week that the Canadian government is planning to reform the fast-track system to allow the Minister of Immigration to invite candidates based on economic needs. "The IRCC will draw targeted lottery for EE candidates, for example, to prioritize candidates with certain language skills or who are engaged in the healthcare industry."

1. Immigration Act amendment progress
At present, the proposed bill for EE reform, including the proposed amendment to Part 23 of the C-19 Act, has been submitted to Parliament.

2. What will happen to the fast track?
The new bill will give the immigration minister a small category of immigration under the class.

The new bill emphasizes that even if you follow the EE category, candidates need to first meet the pool entry conditions of any of the three categories: FSW/CEC/FST.
From the IRCC Director-General Philip Somogyvari revealed: "The qualification requirements for applying for a small category will be determined by the Minister of Immigration, which may be based on factors such as work experience/educational background/language skills."
"To give an example, if Canada urgently needs immigration to support the development of the Canadian technology industry, then ee will invite candidates in the category based on whether they have work experience in the industry or have relevant education certificates."
IRCC promises that details of lottery draws, including unique qualification standards, will be announced on the IRCC website one after another.
As for the specific occupation list, Somogyvari said that the government has not given a detailed occupation list at present.
However, according to the speculation of the industry, the medical care category is definitely ranked first in EE on-demand occupations, and computer and other A-class shortage occupations will also follow. Candidates with these on-demand career backgrounds may receive invitations with lower scores (which should not be less than 400).

Trend changes
The new bill is still under consideration, and it will take some time before it takes effect. According to the Immigration Minister’s previous plan, EE will start a brand new invitation mode from mid-July this year.
