The public security organs of our city promptly filed a case to investigate and deal with a number of illegal and criminal activities such as bullying, forced transactions, provoking trouble, extortion, and violent debt collection, clearing up all kinds of bullying and municipal tyrants, creating a safer and more orderly social environment for the production and operation of enterprises and the people's living and working in peace and contentment. On September 2, the Nanyang Municipal Public Security Bureau reported 10 typical cases of illegal and criminal activities involving enterprises.
1. The cable theft case of Fangcheng County Zhongnan Diamond Company
From May 6 to 9, 2021, Han, a diamond company in Fangcheng County, and Tong, took advantage of the convenient conditions of familiar terrain, sneaked into the company twice at around 9 pm and drove away the company's newly removed cable, stolen a total of more than 1,000 meters of cable, with the value of more than 200,000 yuan involved. Subsequently, under the cover of the suspects Wang and Wang brothers, Han and Tong sold the stolen cables to a scrap metal purchase point in the county for sale.
At present, the police have successfully solved the stolen cable case. A total of 7 suspects were arrested, 4 people were arrested, and 6 people were transferred to prosecution. All the stolen cables have been recovered.
2. The case of Zhang Mouran and others illegally operating tobacco products
In March 2021, the Guanzhuang Working District Public Security Bureau, in accordance with the instructions of the Nanyang Municipal Public Security Bureau, investigated a clue of an illegal tobacco business case for a long time. It was found that Ge Mouzhen, Zhang Mouran, Wu Mou and others have been making fake cigarettes in Xiangcheng, Xuchang and other places for a long time, and sold them to the central urban areas of our city, Tanghe and other counties and districts. After investigation, from January 23 to March 1, 2021 alone, the Zhang Mouran sales site in Sheqi County sold a total of 46 boxes of fake cigarettes (50 pieces per box), with a case value of up to 230,000 yuan. After investigation, the total amount involved in the case is more than 1.5 million yuan.
At present, the Guanzhuang Working District Public Security Bureau has taken criminal coercive measures against 10 people including Ge Mouzhen, Zhang Mouran, Wu Mou in accordance with the law.
3. Cable theft in Fangcheng County Industrial Cluster Area
Since 2020, the suspect Zhang, together with Guo, Wu, Liu and others, has repeatedly stole the cables on the construction site of the power company in Fangcheng County Industrial Cluster Area, Nanzhao County Hongyang Factory, and Lushan County, and illegally made profits by selling stolen goods. In April 2021, the suspect Zhang and Guo stole the cables from the Fangcheng County Power Supply Company of State Grid Henan Electric Power Company at the construction site of the industrial cluster area. The stolen cables were about 168 meters long and the stolen items were worth more than 400,000 yuan.
Our city police arrested 3 suspects and arrested 3 people, and cracked more than 10 cable theft cases involving Pingdingshan, Nanyang and other places, with a value of more than 1 million yuan.
4. Fangcheng County Li Moumou's extortion case
Fangcheng County Public Security Bureau was handling the case of Li Mou and others suspected of organizing, leading and participating in a gang-like organization, and found that the organization organized the four real estate development companies in Fangcheng County and their developed real estates organized and committed illegal and criminal activities, which caused most of the real estate developed by the four companies to be plundered, causing the company to fall into trouble and unable to operate normally.
Our city’s police quickly attacked, arrested more than ten members of the gang-related organizations such as Li, and promptly seized and frozen the assets involved in the case, recovering more than 50 million yuan in economic losses for the damaged enterprises, safeguarding the legitimate rights and interests of the enterprises, and ensuring the normal operation and development of the enterprises.
5. The stolen project department of Chengjiao Township, Sheqi County was
On the night of March 11, 2021, the suspects Wei Mouzhong and Wang Moupo drove a three-wheeled motorcycle from Fangcheng County, and drove south along National Highway G234 to the substation on the south side of the intersection of Taishan West Road and G234 National Highway G234. They used wrenches, screwdrivers and other crime tools to steal 10 air-conditioning internal units and 2 air-conditioning external units of the substation project department, worth 12,240 yuan.
On April 10, 2021, the public security organs of Sheqi County arrested Wang Moupo in accordance with the law; on April 22, the suspect Wei Mouzhong voluntarily surrendered. At present, the case has been transferred for review and prosecution in accordance with the law.
6. Employee embezzlement case of Nanyang branch of a trading company in Zhengzhou
The suspect Zhang Mouqi was appointed as the store manager of a store of Zhengzhou Puzhihui Trading Co., Ltd., and used his position to take 425,846.49 yuan of company funds for himself from July 2016 to April 2019.
On July 18, 2021, the suspect has been arrested and is currently detained in Nanyang City Detention Center. The case is under further processing.
7. The case of Li Mou searching for trouble in Shayan Town, Xinye County
Li Mou produced and operated in the grain store in Shayan Town, Xinye County. After the contract expired in April 2021, Li only paid part of the rental fee and did not renew the contract. Without permission, Li locked the yard where the distribution room project of a new material company is located. On June 19, 2021, during the construction of the company's distribution room, the staff of the grain office opened the door lock. On June 21, after discovering it, Li took the method of pulling an online lock to obstruct the normal construction of the company, causing serious economic losses. Li said that without his permission, he asked Shayan Town Grain Institute to give an explanation. During Li's obstruction of construction, the local government coordinated many times, and the Shayan Town Grain Office also made concessions to him many times. Unexpectedly, Li kept reneging on his word and demanded that the Shayan Town Grain Office compensate him for his loss of 500,000 yuan, otherwise the company's construction would continue to be blocked.
Xinye County Public Security Bureau imposed administrative detention on Li for five days and fined 500 yuan in accordance with the illegal act of provoking trouble in accordance with the law. At present, the new materials technology company has started construction normally.
8. A forced transaction case of a certain electrical company in Henan
In the second half of 2020, in order to achieve the purpose of undertaking projects, obtaining benefits, and establishing a strong position, after the construction of the Zhangzhuang booster station of the Tanghe Yaoheng New Energy 140MP photovoltaic project started, Wang Moufu, Wang Mouguo, and Zhang Moumin conspired to gather Zhang Mouyang, Zhang Mouren, Zhang Moulong and others to insult, block roads, block construction machinery, and other methods, causing construction difficulties of the project. In order to carry out the project smoothly, the construction party of the boost station, Henan Electric Co., Ltd., was forced to agree to hand over the high price of stone, sand and stone supply and stone masonry projects to Wang Moufu, Wang Mouguo, Zhang Moumin and others, and successively paid more than 200,000 yuan of relevant project funds to Wang Moufu and others.
On March 17, 2021, the Tanghe County Public Security Bureau organized more than 20 police officers to arrest all the suspects. After being arrested, the suspect confessed to the crime of forced transactions.
9. The extortion case of a stone industry company in Xixia County was
2008 to 2019, Fujian merchant Yu Moumou and others registered a stone industry company in Xixia County to mine the Dayugou Marble Mine in Erlangping Village, Erlangping Town, Xixia County (the mining license has been obtained). During this period, when the company had already paid compensation to the local people for the slope and land occupied by the company, Zhou Mouqi and Jia Moushu, the local people instigated and organized the masses to use means such as blocking construction, blocking roads, and verbal coercion to force the stone industry company to sign an agreement with it, requiring the local people to draw money according to the mining volume every year during the local mining period and pay road compensation, causing the company's economic losses of nearly 3 million yuan.
In January 2021, after receiving the clues of the case, Xixia County Public Security Bureau immediately set up a special case to carry out an investigation, and quickly found out the illegal and criminal facts of Zhou Mouqi, Jia Moushu, Zhou Moufei and other seven people suspected of extortion. From January 18 to 20, seven suspects were arrested by Xixia County Public Security Bureau and criminally detained in accordance with the law. At present, the case has been terminated in accordance with the law and transferred to the procuratorate for review and prosecution.
11. The property theft of a company in Neixiang County
On July 9, 2021, the command center of the Neixiang County Public Security Bureau received a report that someone stole it in the Dahualing Muyuan Complex in Yuguan Town, Neixiang County. After receiving the call, police from Yuguan Police Station of Neixiang County quickly arrived at the scene and arrested the suspect on the scene. After preliminary investigation, it was Wang, a resident of Yuguan Town Huanglian Village, drove a tricycle and went to the south fence of No. 2 Shed of Muyuan Complex Environmental Protection Zone, Zhaogou Village, to move two Z-shaped two-phase slurry pumps to the outside of the fence, preparing to steal, but were discovered by Muyuan staff.
