For local governments, environmental indicator assessment also needs to be adjusted. The assessment pressure faced by the government is concentrated on the treatment of black and odorous water bodies and the water quality of river and lake sections. As long as these two indicators meet the standards, the motivation for local governments to manage environmentally will be greatly weakened, and short-term behaviors may even occur to meet the standards in order to meet the standards.

For example, one of the methods for treating black and odorous water bodies is to clean up dredging, which can take the fastest results.
