[Global Network Comprehensive Report] Kaohsiung Mayor Han Kuo-yu strives for cross-strait urban exchanges. Taiwan's "Tourism Bureau" recently confirmed that Chongqing Zoo will give two pandas to Kaohsiung, which will make the green camp on the island jump for a while.
According to the Hong Kong China Review News Agency on the 11th, Kaohsiung Mayor Han Kuo-yu will go to the mainland for exchanges at the end of March. National People's Congress representative and vice president of the All-China Federation of Taiwan Federations Xu Pei proposed the suggestion of "giant pandas to Kaohsiung City ". Kaohsiung has a positive attitude towards Xu Pei’s suggestions. Han Kuo-yu and Tourism Director Pan Hengxu both confirmed on the 10th that if the Kaohsiung City Council agrees, it will set up a "Panda Group" to prepare a complete welcome plan.

However, the green camp on the island clamored for this again as the mainland's "unified front". The Democratic Progressive Party Kaohsiung City Councilor advised the city government to think twice in terms of finance, politics and conservation. Kang Yucheng, a Kaohsiung City Councilman from the Democratic Progressive Party, also claimed that Taiwan has been "dwarfed". He hopes that Han Kuo-yu can first study the Washington Convention and other relevant regulations, whether it is difficult to avoid being able to say it but not be able to do it. Citizens' expectations are disappointed.
Kaohsiung Shoushan Zoo Management Center Director Zhuang Xuanzhi also claimed in an interview that the park currently has 41 people, with an annual business expense of about 32 million yuan (NT$, the same below). The park has no existing space. If you want to raise giant pandas, you need to choose a site to build a house and lay out air conditioners. It will take about two years. There is also a five-person team including feeding and veterinarians. The rough estimate does not include personnel expenses, and the annual cost will be about 30 million yuan, which is about the same as the business expenses for the whole year.
Democratic Progressive Party Kaohsiung City Councilman Guo Jianmeng also said that at the end of last year, Malaysia could not afford it because of heavy burdens. He considered sending the giant pandas Xingxing and Liangliang, who had been rented for 10 years when former Prime Minister Nab visited Nanning, China in 2012, back to mainland China. He was seriously inadequate to make ends meet. There is a lesson in the past. It is recommended that the city government think twice.
City Councilman Huang Wenyi, a member of the Democratic Progressive Party, made a statement about the expenses. He said that the expenses for feeding a pair of giant pandas were more than 40 million yuan per year. If it is included in the construction of Panda Pavilion , the zoo budget will double, and the city government has financial difficulties. The introduction of pandas at this time may cause financial burden.
Taiwan's "Committee on Agriculture" claims that the bears come to Taiwan according to normal procedures and must comply with the "Wildlife Conservation Law" specifications. "The applicant unit submits an input application to the Committee of Agriculture", and the big bears can come to Taiwan.

The Kuomintang caucus expressed support for Xu Pei’s suggestions. Kuomintang spokesman Ouyang Long said that the Party Central Committee supports Kaohsiung’s transactions with the other side of the strait as long as Han Kuo-yu is related to culture and economy, within the scope of the legality of the "Cross-Strait Relations Regulations"; however, there are certain procedures for donating animals, including whether they have to be inspected by the "Committee on Agriculture" or whether there are relevant animal import methods, which must comply with the provisions of the law.
It is understood that in 2008, the mainland gave two giant pandas "Tuantuan" and "Yuanyuan" to Taipei Muzha Zoo. In 2013, the crystal of two pandas, " Yuanzai ", was born, and is also the first panda born in Taiwan.
Many netizens on the island welcomed Xu Pei's suggestions, and many netizens happily said that "southern people can see pandas locally"; some comments mocked the DPP as "too sour": "I just denied that Kaohsiung had no debt of 300 billion yuan, but now I want to collect pandas and say that I have debts." "The mayor has stated that he has to wait for the parliament to agree. What is the ruling party in a hurry?"

Taiwan's China Times published a comment on the 11th, pointing out whether Kaohsiung, under Han Kuo-yu, has ushered in giant pandas, which has attracted attention from all walks of life, but some green camp people have "fear of the common symptoms" and called it a "unified front" tool. In fact, with the precedents to follow, the Green Camp will only be "thankless" to prevent the giant panda from entering Kaohsiung. Showing goodwill and bringing more benefits to Kaohsiung is the "best strategy". It seems that the green camp still needs to make up for the lessons of this "giant panda political science" between the two sides of the Taiwan Strait.
