In the past ten years, Sichuan-Taiwan economic and trade cooperation has made steady progress, effectively promoting the construction of a modern industrial system and the improvement of the energy level of opening up to the outside world in the province.
conscientiously implement General Secretary Xi Jinping’s important instructions on “continue to take the lead in sharing the development opportunities of the mainland with the vast number of Taiwanese compatriots” and “improving smooth economic and trade cooperation”. focuses on promoting Taiwanese enterprises to participate in the construction of Chengdu-Chongqing Twin Cities Economic Circle , and helps our province accelerate the construction of modern industrial system . Focusing on the "six guarantees", "six stability" and "expand domestic sales" of Taiwanese enterprises, we have issued and implemented the "Several Policy Opinions on Promoting the Accelerated Development of Taiwanese-funded Enterprises", held a number of key economic and trade exchange activities involving Taiwan, including the China Western Cross-Strait Economic and Trade Cooperation Exchange Conference, the Western Tour of Taiwan Enterprises, the Sichuan-Taiwan Industrial Cooperation Promotion Conference, the 10th Anniversary of the Wenchuan Super Scale of the "5.12" Wenchuan Earthquake Sichuan Tour, the "Tianfu-Baodao Industrial Design Competition", etc., to build a platform for Taiwanese businessmen to come to Sichuan to invest, carry out investment negotiations, and achieve steady progress in economic and trade cooperation between Sichuan and Taiwan. In the past 10 years, a total of 1,017 new Taiwanese-funded enterprises have been added, with an additional investment of US$14.01 billion, of which 122 new enterprises have been invested by more than US$10 million. Taiwan-funded enterprises in Sichuan have made steady progress in advantageous industries such as electronic information, food and beverage, construction and building materials, and department stores and retail. Modern agriculture and modern service industries have emerged and have a strong development momentum. Electronic information industry enterprises, led by Hongfujin , Renbao , Wistron , Juteng International , MediaTek , etc., have outstanding advantages. The output value in 2021 will reach 286 billion yuan, accounting for about 1/4 of the province's trillion-dollar electronic information industry. There are more than 300 Taiwanese-funded agricultural projects in the province, with an investment of more than 15 billion yuan. Taiwan's No. 1 Commercial Bank Chengdu Branch, Bank of Taichung Financial Leasing, Fubon Huayi Bank, Cathay Life Insurance , Yongfeng Bank and other Taiwanese financial and insurance institutions are the first choice for Chengdu to be located in the western part of the mainland. The "one zone and three parks" of the cross-strait industrial cooperation zone have become a new depression to attract Taiwanese businessmen to invest, with 62 new Taiwanese-funded projects added. Trade in Sichuan and Taiwan has increased year by year, from RMB 23.78 billion in 2012 to RMB 51.868 billion in 2021, doubling. With a cumulative trade volume in 10 years of 248.061 billion yuan, Taiwan has jumped from the sixth largest trading partner of our province to the fourth largest trading partner.

In the past ten years, Sichuan-Taiwan agricultural and cultural tourism cooperation has become a trend, helping empower the province's poverty alleviation and rural revitalization.
conscientiously implemented General Secretary Xi Jinping’s important instructions on Sichuan’s “polishing the golden signboard of agriculture”. leveraged the advantages of Sichuan and Taiwan’s strong complementarity of agriculture, culture and tourism, and held six Sichuan-Taiwan Agricultural Cooperation Forums in a row, three of which were led by provincial leaders to Taiwan, becoming the most influential and fruitful island exchange activity. It was the first in the country to issue the "Opinions on Supporting Taiwanese-funded Enterprises and Compatriots in the Development of Modern Agriculture", which clarified 15 specific policies and measures including agricultural subsidies. Implement the "Star Plan for Sichuan-Taiwan Agricultural Cooperation to Promote Rural Revitalization", hold the Sichuan-Taiwan Agricultural Cooperation Achievements Exhibition, hold multiple "Rural Tourism Leaders Go to Taiwan to Study and Study" activities, establish the Taiwan-funded Agricultural Enterprise Committee, carry out the "Service to the Grassroots Face-to-Face" series of activities, and carry out the "Service to the Grassroots and Face-to-Flow" series of activities, Panxi, Sichuan-Chongqing Tours, and Sichuan-Taiwan Rural and Community Cultural and Creative Performance Distribution, and continuously deepen Sichuan-Taiwan Agricultural and Cultural Tourism Cooperation.Give full play to the experience advantages of the two national-level Taiwan Farmers Entrepreneurship Parks, 30 Sichuan-Taiwan Agricultural Cooperation Demonstration Bases, and 15 Sichuan-Taiwan Cultural and Tourism Exchange and Cooperation Demonstration Bases in the province, continue to promote the development of ecological agriculture and scientific and technological agriculture, create efficiency-advantage industries, expand agricultural product exports, and accelerate the upgrading of Taiwanese-funded agricultural enterprises. Ten thousand mu of oil olive is rooted in the Anning riverside, thousands of mu of yellow flowers bloom in Dabashan, and more Taiwanese cultural and creative concepts are integrated into rural construction and rural tourism projects. Some Taiwanese-funded agricultural professional cooperatives have become national farmers' cooperative demonstration cooperatives. Taiwanese-funded agricultural enterprises have played an active role in the province's decisive battle against poverty and rural revitalization.

Overcome the impact of the new crown pneumonia epidemic, innovate the online and offline combination modes such as "cloud exchange" and the opening of branch venues on the island of Taiwan, and continue to hold folk cultural exchange activities such as cross-strait Daqian Art, Dongpo Culture and Wenchang, Dayu , Lazu , Nezha, etc., and successfully create exchange brands such as "Giant Panda 'Tuantuan''Yuan'' Hometown Tour", Sichuan Bride Hometown Tour, Cross-Strait Bashu Culture and Art Season and Cross-Strait Relations Tianfu Forum. 6 cross-strait exchange bases and 5 "Sichuan Province to Taiwan Exchange Bases" were created, and a total of 5,886 groups of various types and 38,700 people went to Taiwan for exchanges, attracting 2.739,300 Taiwanese compatriots to visit Sichuan, and widely carried out exchanges in various fields such as Sichuan-Taiwan education, science and technology, sports and health, women's trade unions, etc. We will vigorously promote the exhibition and parade of Bashu cultural projects such as Zigong color lanterns, Sichuan temple fair , ethnic minority songs and dances, Sichuan opera " White Snake Legend ", and the musical "I am the Sichuan Army" to Taiwan for performances and parades, exporting 120 book copyrights to Taiwan, and exporting Sichuan versions of books and magazines is about 600,000 copies. Sichuan and Taiwan have convenient and frequent personnel exchanges. Before the epidemic, there were 24 direct flights to Sichuan and Taiwan every week, and more than 400,000 Taiwanese compatriots came to Sichuan every year. Taiwan firmly ranks first among the sources of inbound travel in our province. Since the outbreak of the epidemic, Chengdu, as one of the four direct flights in mainland China, has maintained direct flights with Taiwan. Create a new media matrix of "Chuoyue Strait", hold a series of cross-strait media experiential interview activities such as "Joint interviews between the cross-strait reporters in Sichuan", "China Review News Agency Sichuan Visits to Relatives", "Taiwan Media Student Records Sichuan", and "Shu Show on the Palm" new media interviews, telling the story of the development of the motherland, Sichuan and Taiwanese compatriots and enterprises in Sichuan. Nearly 10,000 media articles were published on the cross-strait media newspapers, networks, terminals, microscopes, and screens, with a click rate of more than 300 million. Related Taiwan-related propaganda works won the first prize of the "Promotion Sichuan Good News Award" for telling good Chinese stories.

Continue to expand the enrollment of Taiwan in 10 universities in Sichuan to provide good services for Taiwanese students to come to Sichuan to study. A series of youth-themed experiential exchange activities were held, including "Taiwan Student Tianfu Summer Camp", "Cross-Strait Youth Giant Panda Conservation Internship Experience Camp", "Youth Old City Creation Work Camp", and "Character Sichuan Tour of Sichuan and Taiwan Youth" to attract Taiwanese youth to come to Sichuan to carry out cultural and creative design, participate in internships and social experiences. The "Tianfu Internship Program for Hong Kong, Macao and Taiwan Students" has been implemented, and many well-known companies in Sichuan provide internships and employment positions for Taiwanese youth. Nearly 300 Taiwanese students have been on-the-job internships and participated in practical projects in the company. Three new Taiwan Youth Employment and Entrepreneurship Parks awarded by the Taiwan Affairs Office of the State Council have been added, and nearly 100 million yuan of funds have been implemented for the four Taiwan Youth Entrepreneurship Parks in the province, including entrepreneurship subsidies, housing subsidies, provincial and municipal co-creation space rewards and subsidies.The "Sichuan, Chongqing, Guangdong and Taiwan Youth Employment and Entrepreneurship Development Exchange Conference" and more than 40 policy lectures and entrepreneurship guidance training sessions were held, and more than 200 Youth in Mainland and Taiwan and Taiwan Youth on the Island discussed innovative development. As of the end of 2021, there were more than 2,200 youth in Sichuan, Taiwan, and a total of 438 enterprises, groups, and individual industrial and commercial households registered in Sichuan. 13 Taiwanese youth (teams) have successively won the "Youth May Fourth Medal" at the provincial, municipal and district levels and other commendations. The Yatai Youth (Chengdu) Strait Youth Entrepreneurship Park was rated as an outstanding cross-strait youth employment and entrepreneurship base in 2019.

Since 2018, the province has issued and implemented the “70 Sichuan-Taiwan Articles”, “12 Supporting Taiwanese Enterprises”, “26 Measures” Operation Guide, and “22 Agriculture and Forestry” Operation Guide. Issuing Taiwanese resident residence permits to Taiwanese compatriots and supporting Taiwanese compatriots to take relevant professional qualification examinations. Taiwan compatriots in Sichuan (collectively) won many commendations such as "2011 Touching Chinese Figures", National Forestry and Grassland Administration's Forestry and Grassland Local Experts, Provincial, Municipal and District-level "May 1 Labor Medal", "March 8th Red Flag Bearer". Taiwan compatriots will receive the new coronavirus vaccine for free, and enjoy the policies such as extra points for the college entrance examination for Taiwanese students. Support Taiwanese enterprises in Sichuan to expand domestic sales channels, enter e-commerce platforms, participate in the drafting of local standards in our province, and enjoy tax and fee reduction and various Taiwan-friendly policies. 40 Taiwanese enterprises were awarded the title of "Taiwan-funded Star Enterprise" in the 40th year of reform and opening up, 4 Taiwanese enterprises were listed on the list of 100 large enterprises and groups in Sichuan, and Taiwanese enterprises in Sichuan were rated as "Sichuan Province Outstanding Service Industry Enterprise" and "Poverty Alleviation Leading Enterprise". They were selected as the "Vegetable Basket" base in the Guangdong-Hong Kong-Macao Greater Bay Area, "2021 China's Top 100 Iconic Brands of Agricultural Products" and provincial co-creation space. We have continued to carry out full coverage visits for Taiwanese compatriots and Taiwanese enterprises, and have accepted a total of 2,839 complaints about Taiwan-related disputes and complaints, with a closing rate of exceeding 95%, effectively safeguarding the legitimate rights and interests of Taiwanese compatriots and Taiwanese enterprises. Taiwanese compatriots and Taiwanese enterprises have a more guaranteed development in Sichuan and are more confident.

In the past ten years, compatriots on both sides of the Taiwan Strait have watched over each other and helped each other, and the family affection between heart and hands and blood is thicker than water has been further demonstrated.

In 2012, 1 million yuan was donated to the heavy rain-stricken areas in Taiwan to assist the affected farmers in disaster relief. In the 2014 Wenchuan earthquake, students spontaneously raised donations for the affected compatriots in Kaohsiung's air explosion. After the New Taipei dust explosion in 2015, the 6.7-magnitude earthquake in southern Taiwan in 2016, and the 2021 Taiwan Railway "Taruko" train derailment accident, all sectors of Sichuan cared for and comforted the affected and injured compatriots in various ways. All localities and relevant departments across the province enthusiastically helped Taiwanese compatriots return to their hometowns to find relatives and worship their ancestors, and the kinship and affection of Sichuan and Taiwan compatriots continue from generation to generation. After the 2013 "4.20" Lushan earthquake and the 2017 "8.8" Jiuzhaigou earthquake, all sectors of Taiwan also expressed condolences to Sichuan. Among them, 46 post-disaster reconstruction projects donated by Taiwanese compatriots to assist Lushan for 440 million yuan in 440 million yuan have become another powerful witness to the mutual assistance of compatriots on both sides of the Taiwan Strait after the Wenchuan earthquake.
In the past ten years of exchanges and cooperation between Sichuan and Taiwan, we have taken advantage of the situation, consolidated the foundation, accumulated strength, strengthened guarantees, and contributed to the solid promotion of the peaceful and integrated development of cross-strait relations. On the new journey, we will thoroughly implement the Party’s overall strategy of resolving the Taiwan issue in the new era and the Party Central Committee’s decisions and arrangements for Taiwan work, share new opportunities for Sichuan’s development with Taiwanese compatriots and Taiwanese enterprises, make new contributions to promoting the process of national reunification, governing Sichuan and developing Sichuan to a new level in the new era, and welcome the successful convening of the 20th National Congress of the Communist Party of China with practical actions.
