From April to June this year, Zhaoyang Street only took two months to build Aihu Village, together with five villages including Xuehe Village, Shizihe Village, Xinjian Village, and Wangchang Village along the northward line, into a "pinwater fishing town" - the Dadian District Binhu Water Town Demonstration Belt, and completed the construction of infrastructure such as domestic sewage treatment, tap water supply, road upgrades, residential facade renovation, wall painting, etc. The first phase of the project was successfully completed and became one of the key projects for on-site observation in Jining City in 2019.

The people living here are all fishermen who came ashore in the 1970s, and every household hangs the national flag; on the exterior walls of the house are carefully depicted paintings of fishermen, including fishermen girls returning from fishing and children in fishing villages laughing and joking... The construction of provincial-level beautiful village pilot projects is not easy, especially with such a large scale, will Zhaoyang Street be promoted efficiently? Wang Ruyi, secretary of the party committee of the street, gave the answer:
"We have mainly solved five major problems." He told reporters that the first problem to be affected is to change the ideological understanding of villagers and village cadres. The fishermen have lived ashore for more than 40 years, but they are still engaged in water transportation, fishing and aquaculture. Although there are families and houses in the village, few people have come back. Take Aihu Village as an example. There are 670 households and more than 2,700 people. There are less than 1,000 people at home all year round, most of which are elderly and children. There are very few middle-aged women. If they don’t often stay at home, they feel that brushing walls and building roads is an image project and they are indifferent.
"Building beautiful villages is the beneficiary and the main force. We do good things for the people. If they do practical things for the people, they don't agree or are not satisfied, it is meaningless." Wang Ruyi said that in order to make everyone understand and support, they mobilized the members of the village "two committees" and the representatives of the party members and the masses selected from each alley, first go to Zoucheng , Jinan, Qingdao , and then go to Zhejiang to study. They saw that advanced villages not only have good ecology and good environment, but also have good infrastructure and good people's lives. On this basis, they develop industries, increase income and enrich the people, and realize that "green water and green mountains are gold and silver mountains." After several outings to study, everyone understood the "good" of building beautiful villages, and their concepts changed accordingly, and became enthusiastic about project construction.
The next problem is to finalize a scientific and reasonable construction plan. Zhaoyang Street invited a professional team from China Academy of Fine Arts to design. In December 2018, the high-standard planning and design plan was sent to the province for review.
"The plan has come out, and the people have to like and accept it." Wang Ruyi thought about it and arranged for street staff to ask door-to-door with the planning text, and held meetings in the alleys many times to solicit opinions from all parties. It is almost the New Year, and the villagers like to hang calendars. Wang Ruyi has an idea - print the design drawings of the village facade renovation, roads, tap water, and sewers in the plan into calendars and send them to the villagers' homes, so that everyone can read the pictures carefully and give them opinions.
"At first, the team refused to ask the villagers to give their opinions to the professional team." Wang Ruyi said with a smile, and we persuaded: First of all, they have to like what they designed for the villagers. Wouldn't it be better to be down-to-earth when the direction of the overall design remains unchanged? The team accepts it.
According to the villagers' suggestions: there is no parking space at the door of the house in the original design plan, which is inconvenient to park. After modification, parking spaces are added to each door; some villagers think that the greening trees are beautiful and unpractical, and prefer fruit trees, so the plan is changed to fruit trees that can be planted at the door of the house, choose the varieties, maintain them, and harvest them. The original fruit trees at the door of the house shall be retained; the green bricks, red roofs or white walls and gray tiles are selected by the village themselves to maintain uniformity; whether the plaques on each door are "Purple Qi Comes East" or "Fu Shou Kang Ning" or others, each family has set the content and handed it over, and the customized door plaques with uniform styles and sizes will be sent back to the villagers' homes... After that, the villagers were satisfied and deeply respected, and were very happy. The
plan was finalized and the project could be started. How to solve the problem of funding difficulties is coming. "Before 2018, the streets' annual collective income could reach 30 million yuan, with coal mines accounting for 66%. The others were lake products and textile enterprises, etc. At the end of 2017, Zhaoyang Coal Mine's capacity reduction was closed, and this area's benefits were gone." Wang Ruyi said frankly that there are 7 million to 10 million yuan in rewards and subsidies for the construction of beautiful village projects, but they must wait until the province, city and county acceptance before they can be allocated.
"We had to make long-term plans, find capable construction units, show them the documents and policies for provincial construction pilot projects, give them examples of co-construction of government enterprises in advanced regions, and promise that the Zhaoyang Street government sign contracts with enterprises to reassure them, and propose that the cultural and tourism industry in the area in the future, if you have the will, the two parties can develop in an integrated manner." Wang Ruyi said that finally, some construction units are willing to advance funds for construction, and the enterprises also want to make model projects to win more government customers.
"It is also important to make good use of policies. The agricultural department, environmental protection department, water conservancy department and superior government have rewards and subsidies.
