According to the public resume, Li Guoyong was born in September 1966. He worked in Qinhuangdao City in his early days. He served as director of the Qinhuangdao Municipal Bureau of Industry and Information Technology, director of the Transportation Bureau, secretary-general of the Qinhuangdao Municipal Party Committee, and other positions.
In 2016, Li Guoyong was appointed as member of the Standing Committee of the Qinhuangdao Municipal Party Committee and Secretary-General , and later served as secretary of the Party Working Committee of Qinhuangdao Economic and Technological Development Zone. In 2019, he served as member of the Standing Committee of the Qinhuangdao Municipal Party Committee and executive vice mayor.
