Mr. Huang told reporters that in recent times, an owner of a pet dog in the community has always walked the dog around 11 o'clock in the evening, and the time for each dog walking is about an hour and a half. During the walk of the dog, the dog often barks because of excitement. Sometimes it barks very frequently, which attracts responses from other pet dogs on the building of the community residents. The barking sounds one after another. In severe cases, most of the pet dogs in the community will go to the balcony and window to "gather across the air". Regarding the phenomenon of walking dogs disturbing the public, Mr. Huang believes that relying solely on the community property management to send people to strengthen patrols is not a long-term solution. These pet dog owners need to strengthen their awareness of civilized dog raising and not walk their dogs during rest time. What are the regulations in Nanning for dog raising? The reporter learned that the Nanning Dog Riding Management Regulations (hereinafter referred to as the "Regulations") will be officially implemented on August 6, 2021 after approval and revision. The Regulations stipulate that dog owners should raise dogs in accordance with the law and in a civilized manner and shall not harm the legitimate rights and interests of others. Village (neighborhood) committees, property service enterprises and other property management units shall carry out publicity and education activities on raising dogs in accordance with the law and civilized dogs, cooperate with relevant departments to do a good job in daily management of dog raising, dissuade illegal and uncivilized dog raising behaviors, and mediate neighborhood disputes caused by dog raising in accordance with the law. Public security organs and residents' committees shall encourage, support and guide communities or residential communities to establish dog breeding self-discipline organizations based on actual conditions. Dog self-discipline organizations should popularize the knowledge of civilized dog raising, advocate civilized dog raising behavior, urge dog owners to consciously abide by dog raising regulations, and strengthen dog self-discipline awareness.
Article 16 of the Regulations also stipulates that raising a dog shall not affect the normal work and rest of others, and that dogs shall be stopped immediately and effectively when barking. Dogs must not pollute the environment, and those that produce odors or other pollution should be cleaned up in a timely manner.
Li Huang, a police officer from the Public Security Police Brigade of Xingning Branch of Nanning Public Security Bureau, suggested that when citizens find pet dogs barking and disturbing the public, they should first report to the community property or street office. In case of affecting rest, you can also report it to the police officers of the police station in the jurisdiction as soon as possible. After the police came to the door, they would investigate whether the pet dog procedures were complete and whether they had obtained the Nanning dog raising registration certificate. If the dog-raising certificate is complete, the police will conduct mediation on the spot. If the mediation is not successful, the mediation letter will be presented.
If pet dogs still disturb the people after mediation, the police will issue a first warning to dog owners in accordance with relevant laws and regulations on noise disturbance, and impose a fine of not less than RMB 200 and not more than RMB 500. If the dog is found to have not obtained a certificate, the police will issue a notice to notify the dog owner to apply for a certificate within a time limit. Those who fail to apply for the certificate within the time limit will be punished according to law.
