On September 10, the 2021 China-ASEAN Electric Power Cooperation and Development Forum, co-organized by Guangxi Zhuang Autonomous Region People's Government and China Electric Power Enterprise Federation (hereinafter referred to as China Electric Power Unit ), opened in Nanning. As one of the important activities of the 18th China-ASEAN Expo, this forum is deeply integrated with the International Cooperation Conference of the Power Industry for the first time, focusing on China-ASEAN cooperation under the Regional Comprehensive Economic Partnership Agreement (RCEP), low-carbon transformation and development of countries along the "Belt and Road", paths and measures for power carbon neutrality, and dispute resolution of international power projects, to build an efficient interactive platform for information exchange and exchanges and cooperation between China and ASEAN countries in the power field.
Sept. 10th, the 2021 China-ASEAN Power Cooperation and Development Forum successfully opened in Nanning. With the People’s Government of Guangxi Zhuang Autonomous Region and China Electricity Council (short as CEC) being the hosts, it is one of the key industry-focused meetings during the China-ASEAN Expo. The forum is devoted to promoting power sector’s information exchange and interactive platform construction, covering topics on the China-ASEAN cooperation under Regional Comprehensive Economic Partnership (short as RCEP), the low-carbon transition in the Belt and Road countries, and measures for the Carbon Neutrality in China’s power industry as well as solutions to international power cooperation disputes etc.

Zhang Jianhua, Director of the National Energy Administration of China, Li Bin, Vice Chairman of the People's Government of Guangxi Zhuang Autonomous Region, and Yang Kun, Executive Vice Chairman of the China Electric Power Unit, attended the forum and delivered speeches. National Energy Investment Group Deputy General Manager Yang Jiping, China Nuclear Industry Group Co., Ltd. Deputy General Manager Shen Yanfeng, China-ASEAN Business Council Executive Chairman Xu Ningning, Secretary-General of Asia-Pacific Electric Association and Executive Vice President of Manila Electric Power Company of the Philippines, Ruan Yingjun, Chairman of the Capital Electric Power Corporation of Vietnam State Electric Power Group, leaders of relevant departments of the National Energy Administration of China, and leaders and representatives from relevant government departments, domestic and foreign power and related industries and enterprises in international cooperation departments attended the meeting. Leader of China Electric Power Union, Yufeng, hosted the forum.
Mr. Zhang Jianhua, Chairman of China’s National Energy Administration, Mr. Li Bin, Vice Chairman of the People’s Government of the Guangxi Zhuang Autonomous Region, P.R.China and Mr. Yang Kun, Executive President of China Electricity Council made addresses to the Forum. Also present are Mr. Yang Jiping, Vice President of China Energy Investment Corporation, Mr. Shen Yanfeng, Vice President of China National Nuclear Corporation etc. Mr. Xu Ningning, Executive Chairman of China-ASEAN business Council, Mr. Ronnie Aperocho, General Secretary of ASIEAP and Executive Vice President of Networks, MERALCO, Nguyen Anh Tuan, Chairman of Capital Power Corporation of Electricity of Vietnam gave video speeches at The forum. Altogether around 300 delegates from governments, leading enterprises, institutions and universities in China and ASEAN countries took part in the forum. Mr. Gang Yufeng of CEC hosted the forum.
Director Zhang Jianhua proposed that energy is the foundation and driving force for promoting the progress of human civilization, and electricity is the most widely used, most convenient and cleanest energy. Currently, China's renewable energy installed capacity accounts for one-third of the total renewable energy installed capacity in the world. China has built the world's largest power grid with the strongest power transmission capacity, the highest operating voltage level, the largest scale of new energy grid-connected , and the longest safe operation record time in the world. The international cooperation business of power is spread across more than 150 countries and regions around the world. Against the backdrop of responding to climate change, energy is the main battlefield and electricity is the new force.During the 14th Five-Year Plan period, China will accelerate the construction of a new power system with new energy as the main body. ASEAN is a key area for China's power cooperation with neighboring countries. Under the new circumstances, China is willing to cooperate with ASEAN in many aspects: First, enhance strategic mutual trust and deeply connect with power policies and development plans; second, enhance project cooperation and actively carry out power project cooperation construction; third, enhance scientific and technological innovation and accelerate the promotion of cooperation in power technology, standards and systems research. China is willing to work with ASEAN countries to jointly promote the green and low-carbon transformation and high-quality development of power in accordance with the principles of "mutual benefit and mutual trust, complementary advantages, and win-win cooperation". China will actively contribute Chinese wisdom and strength to the sustainable economic and social development of ASEAN countries.

ASEAN is an Important in China’s cooperation with surrounding countries. Under the new situation, China is willing to further cooperation with ASEAN countries in many aspects. They include raising strategic mutual trust, docking power policies and development plans, strengthening project cooperation, reinforcing cooperation in scientific and technological innovation esp. in areas of power technologies, standards and system research etc. China is endeavored to Work together with ASEAN countries to push forward the power sector green and low-carbon transition and realize the high-quality development, strive for mutual benefit through cooperation based on mutual trust, complementing each other through comparative advantages. China will actively contribute her wisdom and strength to the sustainable development of ASEAN countries’ society and economy.
Vice Chairman Li Bin warmly welcomes the guests on behalf of the host. In his speech, he introduced that Guangxi actively promoted electricity cooperation with ASEAN countries and regions, and continued to deepen cooperation with water, electricity, thermal power and other projects in countries such as Vietnam, Laos, Myanmar, , Indonesia, , Cambodia, and other countries, playing a bridge role in promoting China-ASEAN power cooperation. Guangxi is an important hydropower and new energy base in China. In recent years, Guangxi's power industry has continued to grow and grow, the power supply guarantee capacity has steadily improved, and the transformation of clean and low-carbon electricity has achieved remarkable results. During the 14th Five-Year Plan period, Guangxi plans to add new energy installed capacity to be no less than 28 million kilowatts, and it is expected that the proportion of fossil energy consumption in Guangxi will reach 30% in 2025. Guangxi will base itself on the construction of the "Belt and Road" and energy security guarantee, work with all countries to make good use of the RCEP agreement, give full play to the respective resource and technological advantages of China-ASEAN countries, comprehensively deepen international energy production capacity cooperation, further promote the construction of the "Belt and Road" in depth and practical, form a new pattern of energy cooperation with wide energy resources channels and strong interconnection capabilities, and achieve co-construction and sharing, mutual benefit and win-win results.
Vice Chairman Li Bin extended warm welcome to all the participants. He introduced that Guangxi has been acting as a bridge, actively promoting power sector cooperation between China and Vietnam, the Laos, Myanmar, Indonesia, Cambodia and other ASEAN countries. Being an important hydropower and nuclear base in China, Guangxi’s power industry has achieved strong growth in recent years, in regard of increasing power supply capacity and substantial achievement in its clean and low-carbon transition. During the 14th Five-year Plan period, Guangxi plans to increase more than 28GW installed-capacity by new energy. By the year of 2025, the proportion of non-fossil energy consumption shall reach 30% in Guangxi. In future, Guangxi will make continuous efforts for enriching its energy resources and increasing the connectivity with ASEAN countries. With the implementation of the Belt and Road Initiative, and committed to securing the energy safety, Guangxi will struggle to make use of the opportunities brought by RCEP, further utilizing the comparative advantages of China and ASEAN countries in power resources and technologies, seek for new energy cooperation pattern to promote the realization of mutual benefit from collaborative efforts.
Forum also pointed out that in 2020, among the projects that major Chinese power companies actually invested abroad, the number of projects in ASEAN countries accounted for 46.9%. The annual power generation of RCEP 15 member states accounts for 40.29% of the total global power generation. After the official signing of RCEP, this huge market will be more integrated, bringing new economic vitality, and the demand for energy and electricity will also reach a new level. The delegates agreed that the prospects for China-ASEAN power cooperation are full of hope, and with the signing of RCEP, the future of China-ASEAN cooperation is even more exciting.
According to the Forum, in 2020, the project amount of actual investment in ASEAN countries accounts for 46.9% of the total amount of projects actually invested overseas by China’s major power companies. The power generation in the 15 RCEP countries amounted to 40.29% of the world total. With the official signing of the RCEP, regional market better accommodated, stimulated economic vitality will inspire much more power and energy demand in the region. China-ASEAN cooperation is full of hope.

Executive Vice Chairman Yang Kun of China Electric Power Union called on all power companies to always make ensuring the smooth operation of international projects an important work content, actively promote overseas projects to prevent and fight the epidemic, resume work and production, and demonstrate China's determination and ability to fully promote the construction of the "Belt and Road" with practical actions; it is recommended that Chinese companies participating in ASEAN energy and power cooperation have a deep understanding of the new economic sector activated after RCEP takes effect, combine the construction of new industrial parks and new free trade pilot demonstration zones, fully explore the potential of the market, and make the "cake bigger"; at the same time, use the advantageous resources of various partners to develop new models of third-party market cooperation with Japan, South Korea, Australia, New Zealand and other countries to share the dividends brought by RCEP. Against the backdrop of global green and low-carbon transformation, Yang Kun suggested that all parties involved in ASEAN energy and electricity cooperation increase investment in the construction of green and low-carbon power facilities, promote the friendship of the local power industry to the ecological environment through projects, promote the construction of a new cooperation model that empowers "green financing" and empowers "green power", and jointly create new highlights of green "Belt and Road" cooperation within the ASEAN region.
Mr.Yang Kun, Executive President of China Electricity Council suggested Chinese international power companies taking continuous measures to fight against the Covid-19 epidemic and secure the smooth operation of international projects, vigorously supporting the power construction in the Belt and Road countries. He also advised them to further analyze the opportunities brought by RCEP esp. in view of the construction of new industrial zones and pilot free-trade economic zones, to explore third-party market development mode with countries having comparable and comprehensive advantages. In face of the global green and low-carbon transition, Yang Kun also proposed all parties of China-ASEAN power cooperation to increase investment in green and low-carbon power infrastructure construction, searching ways to realize green power through green fund mechanism.
