1. Car purchase subsidies for cooperative merchants and subsidy objects and subsidy funds are issued principles
(I) Subsidies for cooperative merchants. Registration and tax payment are all passenger car sales companies with a total entry limit of more than the main urban district of Harbin ( Nangang District , Daoli District , Daoli District , Xiangfang District , Songbei District , Bingfang District ).
(II) Subsidy objects. Consumers who hold the UnionPay card starting with "62" and use UnionPay POS machine to swipe their cards and pay full payment to purchase new home passenger cars. The household registration of consumers participating in the event is not restricted.
(III) Subsidy time limit. Consumers who must swipe the card and pay the full payment for the car purchase from June 29 to July 3, obtain a unified motor vehicle sales invoice, successfully submit the application materials through " Cloud Flash Pay ", and submit Harbin vehicle purchase tax invoice within 15 days; consumers who swipe the card and pay the full payment for the car purchase from June 29 to July 3, and obtain the reservation receipt issued by the partner merchant because they have not yet had a car in stock, they can first submit the application materials through "Cloud Flash Pay" and submit Harbin vehicle purchase tax invoice before August 15 (including the 15th).
(IV) Principles for issuing subsidy funds. The government car purchase subsidy funds for this government are issued on the principle of first come first served and on time, and shall not be reused with other government car purchase subsidy funds.
2. Standard for issuing car purchase subsidy funds
Any consumer who purchases new household passenger cars (including new energy passenger cars) under the "National VI" standard under 7 seats (including 7 seats) in a cooperative merchant will continue to enjoy the government subsidy policy in four levels after enjoying the preferential policies of the enterprise.
(I) If you purchase vehicles of less than 100,000 yuan (including), each car will be given a government subsidy of 3,000 yuan;
(II) If you purchase vehicles of more than 100,000 yuan to 250,000 yuan (including), each car will be given a government subsidy of 4,000 yuan;
(III) If you purchase vehicles of more than 250,000 yuan to 400,000 yuan (including), each car will be given a government subsidy of 5,000 yuan;
(IV) If you purchase vehicles of more than 400,000 yuan, each car will be given a government subsidy of 6,000 yuan.
3. Review and fund issuance process for car purchase subsidy funds
In order to prevent risks and prevent arbitrage, this activity adopts the method of registering first and then reviewing vehicle purchase tax payment certificate , and directly paying the car purchase subsidy funds to consumers.
(I) Provide materials
1. Scan the original car purchase invoice or the original car reservation receipt. The date of the car purchase invoice and the date of the car reservation receipt must be consistent with the activity time.
2. The original scanned copy of the ID card of the car buyer. The name of the ID card of the car buyer must be consistent with the name of the car buyer for the unified invoice for the motor vehicle sales.
3. The original scanned copy of the UnionPay card swiping receipt (POS purchase form) starting with the "62" of the car buyer. The cardholder's name (signature) must be consistent with the name of the car buyer.
4. The original scanned copy of the motor vehicle factory certificate, and the vehicle name is marked as a passenger car.
The above materials are made into PDF format files. After the consumer confirms that he has enjoyed the discount given by the automobile sales company, he will sign it under each material.
5. The original copy of the vehicle purchase tax payment certificate, the tax payment certificate is obtained from June 29 to August 15 (including 15). After the consumer obtains the vehicle purchase tax payment certificate, the copy of the tax payment certificate will be submitted to the partner merchant, and the partner merchant will uniformly submit it to the Harbin Municipal Bureau of Commerce for review.
(II) Application review
1. After the consumer completes the purchase of a car or orders for the full payment at the partner merchant, he downloads "Yun Flash Pay" and authenticates himself. Search for the "Heilongjiang Government Subsidy" mini program on the homepage of the Yun Flash Pay App, enter the Harbin car purchase subsidy area, take photos and upload relevant materials (including but not limited to ID cards, car purchase invoices or booking receipts, vehicle certificate , card payment POS purchase form), and accurately fill in personal information and car purchase information, and successfully submit the application after confirmation.
2. After the consumer completes the purchase or orders the full payment at the partner merchant, the partner merchant assists the consumer to scan the original ID card of the buyer, the original unified motor vehicle sales invoice, the original factory certificate of motor vehicle and the original UnionPay card POS purchase form starting with "62". The partner merchant is responsible for producing the "Car Purchase Subsidy Voucher", and the printed copy of the voucher must be signed by the consumer.
3. The cooperative merchants compiled the "Car Purchase Subsidy Voucher" signed by the consumer into a book. The homepage is attached with the "Consumer Information Statistics Table" that matches the "List of Applying for Placeholders", stamped with the company's official seal and sent to the Harbin Municipal Bureau of Commerce for review (the review time shall be subject to the notice of the Municipal Bureau of Commerce).
4. After the application system is approved in the preliminary review, the Harbin Municipal Bureau of Commerce will send a "applying for placeholder consumer list" to the cooperative merchants, and the cooperative merchants are responsible for verifying consumer information and producing a "Consumer Information Statistics Table".
5. From June 29 to August 15 (including 15), the partner merchants are responsible for collecting copies of the vehicle purchase tax payment certificate for consumers who have purchased cars. After verification with the "Consumer Information Statistics Table", they will be uniformly bound and submitted to the Harbin Municipal Bureau of Commerce for review (the review time shall be subject to the notice of the Municipal Bureau of Commerce).
(III) Issuing subsidies within 15 working days after the vehicle purchase tax payment certificate is approved.
4. Rules for issuing car purchase subsidy funds
(I) Consumers can only apply for car purchase subsidy funds on the basis of enjoying the preferential activities organized by car purchase cooperative merchants.
(II) Consumers should ensure that the procedures for purchasing new cars are in compliance with the law and the tickets are valid and complete. If any illegal and irregular behavior occurs, the car purchase consumers will bear the corresponding legal responsibility, and the Harbin Municipal Bureau of Commerce will not allocate the car purchase subsidy funds.
(III) Cooperative merchants shall ensure that the procedures for purchasing new cars are in compliance with the law, fulfill their main responsibilities, and actively assist car purchase consumers in completing the "Car Purchase Subsidy Fund Voucher". If any illegal and irregular behavior occurs, the cooperative merchants will bear the corresponding legal responsibility, and the Harbin Municipal Bureau of Commerce will recover the allocated subsidy funds from the cooperative merchants.
5. Supervision and obligations of car purchase subsidy activities
During the event, the Harbin Municipal Bureau of Commerce entrusted the Heilongjiang Branch of China UnionPay Co., Ltd. (hereinafter referred to as Provincial UnionPay) to monitor the payment transactions of card purchases throughout the process, and the Provincial UnionPay implemented risk arbitrage prevention and control. Once discovered, it was reported to the Harbin Municipal Bureau of Commerce for verification to effectively prevent malicious acquisition of car purchase subsidy funds and ensure the safety of government funds.
Provincial UnionPay is responsible for making good work connections with cooperative merchants, assisting designated automobile sales companies to realize the payment needs of car purchase consumers to use any bank UnionPay card purchase and payment needs, and configure, inspect and data statistics for all transactions of car purchase and payment during the preferential subsidy activities of cooperative merchants, and regularly report to the Harbin Municipal Bureau of Commerce to analyze the use of activity funds, the total amount of car purchase and consumption.
