Analysts believe that this innovation will enable the Chinese military to safeguard the important transportation lifeline of strategic resources such as oil and protect investment, projects and personnel overseas.
"Outline" was originally a part of the legalization of the mainland's army, but it caused an uproar in Taiwan and even caused wars in the Taiwan Strait, pointing out that this is the mainland's preparation for "unification of force" Taiwan in the future.
Taiwan politicians believe that this "Outline" is a copy of the wording of Putin . They believe that if Russia can conduct military operations on Ukrainian in the name of "special military operations", the mainland may also make a statement and prepare in advance for the next step of "military unification" of Taiwan, and in the future, use force against Taiwan in the name of "anti-terrorism, combating crime" and avoid the name of "war". In this way, the relevant provisions on international law can be avoided. The United States has no reason to impose economic sanctions on mainland China.
Based on such speculation, analysts regard the Outline as a deterrent signal to Taiwan, Japan and neighboring countries in the South China Sea, believing that this is a preview of mainland China's attempt to strengthen its activities in the gray area.
Akio Yada, the head of the Taipei branch of the Japanese Sankei Shimbun, said that this is when the mainland takes military action against Taiwan, it may use this "non-military action" method to explain it, so that it can avoid being sanctioned by international law.
In fact, "non-war military operations" generally include military deterrence, international peacekeeping, anti-terrorist activities, anti-smuggling, drug control, martial law, riot prevention and control, emergency rescue and disaster relief, and support for national social and economic construction. From this point of view, the Outline is for the mainland army to prevent the spillover effects of regional instability situations from affecting China, protect important transportation routes for strategic materials such as oil, or protect overseas investment, projects and personnel in mainland China, and has no direct relationship with whether Taiwan is unified by force.
On the other hand, the mainland has sufficient laws to take military action against Taiwan. As early as 2005, mainland China passed the Anti-Secession Law, which regulates the conditions for using force against Taiwan: the state must adopt non-peaceful methods and other necessary measures to defend national sovereignty and territorial integrity, and there is no need for additional legislation to rationally safeguard territorial and sovereignty.
On the other hand, the purpose of this "Outline" may be more focused on the domestic market. In 2014, China proposed the " overall national security concept ", including political security, national security, military security, economic security, cultural security, social security, etc. "Non-war military operations" are very broad. Through the Outline, anti-terrorism, riot suppression, disaster relief and other operations may be more standardized.
Taiwan Region International Strategy Society Huang Xiaorong believes that the "Outline" is a concrete action of the mainland to prove the spirit of the rule of law and should be affirmed.
