The notice clearly stated: Starting from January 1, 2023, except for official degrees from Spain and Italy, certification services will no longer be provided for certificate holders from other countries (regions) who have not yet obtained certificates.

Scope of academic degree certification
The Overseas Service Center only provides certification services for the following certificates:
(1) Corresponding foreign (overseas) academic degree certificates and higher education diplomas obtained by studying at foreign universities or other higher education institutions;
(2) Corresponding foreign (overseas) academic degree certificates and higher education diplomas obtained by studying at Sino-foreign cooperative education institutions (projects) established (schools) in China;
(3) Universities or other higher education institutions in Taiwan Corresponding academic degree certificates and higher education diplomas obtained from studies at educational institutions.
(4) Corresponding academic degree certificates and higher education diplomas obtained by studying at universities or other higher education institutions in the Macao Special Administrative Region of China;
(5) Bachelor's degrees obtained by studying at universities or other higher education institutions in the Hong Kong Special Administrative Region of China Academic degree certificates and higher education diplomas at or above (including bachelor's) level. In which cases does

The following foreign (overseas) certificates are temporarily not within the scope of academic degree certification:
(1) Graduation (completion) certificates obtained by participating in foreign language training or studying other non-academic education courses;

(3) Preparatory certificate issued by foreign (overseas) colleges and universities or other higher education institutions;
(4) Foreign (overseas) non-tertiary education diplomas, honorary titles and no corresponding studies or honorary degree certificates with research experience;
(5) Foreign (overseas) academic degree certificates and higher education diplomas obtained illegally or in violation of regulations, as well as foreign (overseas) academic degree certificates and higher education diplomas that are not recognized by the country to which they belong;
(6) Cross-border remote foreign (overseas) academic degree certificates and higher education diplomas;
(7) Various foreign (overseas) overseas occupations (practice) qualification certificates .
