Not long ago, the Municipal Government Office issued the "Implementation Plan for Strengthening Elevator Quality and Safety in Kunming" (hereinafter referred to as the "Plan"), adding another "safety lock" to the city's 50,000 elevators.
Strive to include 80% of the city's elevators in the unified insurance next year
In 2017, led by the Kunming Elevator Industry Association and jointly participated by the Kunming Elevator Maintenance Unit, an insurance brokerage company was introduced as a third-party insurance intermediary agency to innovatively establish a Kunming elevator liability insurance demonstration project.
On August 16 this year, with the permission of the Kunming Municipal Quality Supervision Bureau, the Kunming Elevator Liability Insurance Accident Compensation Processing Center was officially put into operation. As of November, of the 50,000 elevators in the city, 20,000 are insured by the manufacturers. There are more than 14,000 elevators belonging to the unified insurance demonstration project, basically covering areas with large flow of people such as commercial districts; there are 80 insured companies , the insurance cost is more than 2.3 million yuan, and the number of insured people is more than 4,000. So far, a total of 23 cases have been reported, with a total compensation amount of more than 417,000 yuan.
Wei Ming, president of the Kunming Elevator Industry Association, said that the Kunming Elevator Liability Insurance Demonstration Platform has the advantages of low premiums and the ability to pay compensation in advance to resolve incidents as soon as possible. The basic insurance for each elevator only costs 90 yuan, plus 10 yuan for each elevator. With two additional insurances worth 110 yuan, an elevator can be insured for up to 110 yuan. The "Plan" requires that the next step is to comprehensively implement the elevator safety liability insurance project in the city, guide insurance companies to operate elevator safety liability insurance in accordance with the principle of guaranteed capital and small profits, encourage relevant units to purchase elevator liability insurance, provide timely claims settlement services, and give full play to insurance It plays an important role in accident compensation and risk prevention, promotes the improvement of elevator use management and maintenance levels, and promotes social harmony and stability. Wei Ming said that by next year, Kunming will strive to have 80% of the city's elevators included in the unified insurance platform.
Comprehensively promote the elevator emergency rescue center
The first phase of the Kunming Elevator Emergency Rescue Center project started trial operation in April this year, and was fully launched in August. The implementation of the first phase of the
project selected 5,000 passenger elevators in public places, important and major event venues, densely populated areas and resorts in Kunming. At present, the resort has achieved full coverage. In addition, the elevators of the subway, more than 1,000 elevators in the Century City community, and the elevators of important places such as the convention and exhibition center have also achieved full coverage. Zhu Bo, director of the Special Division of the Kunming Municipal Quality Supervision Bureau, said that the second phase of the project is currently in the project approval stage and will strive to cover 20,000 elevators by the end of next year, and will achieve full coverage in the city by the third phase in 2020. project was officially launched, as of November, it has received more than 1,800 inbound calls, including calls for debugging, misoperation, complaints, etc., of which 18 were actually rescued. According to statistics, rescuers arrive at the scene in an average of 18 minutes to carry out rescue operations. Zhu Bo said that currently more than 40 rescue stations have been established in the city, and each station is responsible for several communities to ensure that elevator safety accidents can be rushed to the scene within 20 minutes.
The "Plan" points out that by the end of 2020, an elevator emergency rescue center based on a call center will be built in the city, a complete rescue service and management system will be established, unified dispatch will be implemented, and rapid rescue will be implemented for accidents such as trapped people in elevators. The relevant person in charge of the Municipal Quality Supervision Bureau introduced that the star rating standards this time are strict. Three stars and above include three stars, which means that the service of the maintenance unit is qualified. Three stars and below means that the service level needs to be improved. improve. At present, the number of elevators in the city (including Dianzhong New District) has exceeded 50,000, more than half of the province, and is growing at an annual rate of 10%. Among them, more than 30,000 elevators are responsible for four-star and five-star elevator maintenance units, accounting for more than 60% of the city's elevators.
After analysis, elevator maintenance units below three stars mainly have problems such as incomplete management systems, insufficient implementation, and indifferent safety awareness. There are hidden concerns about the quality of elevator maintenance; some companies have implemented elevator liability insurance, emergency rescue platform construction, etc. Not in place, lack of awareness during the assessment, incomplete information, etc. also affect the assessment score; from the external environment, there is vicious competition in the elevator maintenance link in Kunming, resulting in the failure to guarantee the maintenance quality of the elevator, and to the safety and reliability of the elevator. Operation creates safety hazards.
In the next step, elevator maintenance units with three stars or below will be the key supervision objects of the quality supervision department, urging enterprises to make timely rectifications. Stars can be upgraded based on the rectification situation and service level. In addition, based on the work of the maintenance units, the quality supervision department will issue a blacklist of elevator maintenance units every year and submit it to the Industry and Information Technology Commission to be listed as untrustworthy enterprises, and urge the user units not to choose maintenance enterprises included in the blacklist. It is reported that the star rating standards will be announced once a year, and the star standards will change dynamically. If there are many complaints during the operation of the elevator and the service level drops, the star rating will be reduced according to the situation.
