Shanxi Provincial Energy Bureau "Notice on Issuing the 2022 Electricity Market Trading Organization Plan" (Jin Energy Power Development [2021 〕No. 601) stipulates that "the binding validity period between the electricity sales company and the retail user should be no less than 1 month and no more than 3 years; after the binding period expires, the power user should renew the contract with the original electricity sales company or re-select electricity sales. After the company confirms the binding, it can also voluntarily choose to purchase electricity directly from power generation companies through the wholesale market; for power users who have not made the above choice, they will retain the qualification to directly participate in market transactions for one month. During this period, if such users do not engage in actual transactions, The following month, the power grid company will purchase electricity on its behalf, and the electricity price will be 1.5 times the power grid company’s agency power purchase price.
