In order to strengthen normalized epidemic prevention and control and implement the national and provincial overall requirements of "preventing foreign imports, preventing internal rebound, and strictly preventing external transmission", in accordance with the recent national and provincial epidemic prevention and control policies, it has been decided to restrict arrivals (returns) to Honghe Prefecture personnel have implemented classified epidemic prevention and control measures, and the relevant measures are now announced as follows:

1. Classification of domestic epidemic-related areas

According to changes in the domestic epidemic situation, personnel coming (returning) to Honghe Prefecture are divided into A, B, and C according to risk levels. In four categories of areas, namely D and D, differentiated control measures will be adopted. The delineation of the four categories A, B, C, and D areas will be dynamically adjusted and publicly released by the Honghe Prefecture Center for Disease Control and Prevention in a timely manner.

(1) Class A areas

1. High-risk areas announced by various places in the country.

2. Key epidemic-related areas that need to be included after expert evaluation.

(2) Category B areas

1. Domestic areas at risk of the new coronavirus epidemic.

2. Classification control measures for people coming (returning) from Honghe Prefecture from domestic epidemic-related areas

(1) Persons from Class A areas and Yunnan Health Code "red code".

Control measures: 14 days Persons coming (returning) to Honghe Prefecture with a history of living in Category A areas and those with "red code" Yunnan Health Code: Anyone arriving in Honghe Prefecture from now on will be subject to 14 days of centralized isolation medical observation (No. 1 , 2, 3, 4, 7, 10, and 14 days for nucleic acid testing, and the last nucleic acid testing should be "double sampling and double testing").

(2) Persons in Category B areas and Yunnan Health Code "Yellow Code".

Control measures: Persons coming (returning) to Honghe Prefecture with a history of traveling to Category B areas within 14 days and those with "Yellow Code" Yunnan Health Code: Anyone arriving in Honghe Prefecture from now on will be subject to 7-day centralized quarantine medical observation (No. 1, Carry out nucleic acid testing on days 2, 3, 4 and 7, and the last nucleic acid test should be "double sampling and double testing"), plus 7-day home health monitoring (nucleic acid testing on days 1 and 7).

(4) Returnees from Category D areas.

Control measures: From now on, people coming (returning) to Honghe Prefecture from Class D areas: 7-day home health monitoring will be implemented (nucleic acid testing will be conducted on the 1st and 7th day).

The above control measures are calculated from the date of departure from the epidemic-related area. If there is no condition for home isolation and observation, centralized isolation and medical observation will be implemented.

3. Control measures for the movement of people in border counties within the state

Persons entering the three border counties of Hekou, Jinping and Lvchun must hold a negative nucleic acid test certificate within 48 hours, and complete another nucleic acid test within 12 hours after arrival; leaving Persons in the three border counties of Hekou, Jinping and Lvchun must hold two negative nucleic acid test certificates within 48 hours (24 hours apart). The local epidemic prevention and control headquarters has other regulations, which shall be implemented in accordance with the relevant local regulations.

4. Control measures for truck drivers

(1) Truck drivers implement the model of “picking, leaving, chasing” and closed-loop management of personnel.For truck drivers with a green * number on their communication big data itinerary card, a negative nucleic acid test certificate within 48 hours, and a green Yunnan health code, if their body temperature test is normal, they will be released immediately.

(2) If the nucleic acid test result exceeds 48 hours when arriving at the destination, "nucleic acid sampling + antigen test" can be used, and the destination and passing places can be registered in detail at the same time. Those whose antigen test results are negative must be released immediately, and vehicles must not be restricted on the grounds of waiting for nucleic acid test results. Implement a dynamic tracking mechanism. Once the nucleic acid test result is positive, the destination or route will be immediately notified to implement control measures.

5. Other measures

(1) All persons coming (returning) to Honghe Prefecture must present a negative nucleic acid test certificate within 48 hours when arriving in Honghe Prefecture, and complete another nucleic acid test within 24 hours after entering Honghe Prefecture. Self-health management will be carried out for 7 days. During this period, there will be no gatherings, no dinner parties, and no travel unless necessary. If you do need to travel, take personal protection.

(2) Assistance to special groups such as medical staff and returning students shall be implemented in accordance with corresponding policies.

(3) Anyone who violates the notice will be held accountable in accordance with laws and regulations.

(4) From now on, the relevant prevention and control measures for people coming (returning) to Honghe Prefecture shall be subject to this notice. If the previous notice is inconsistent with this notice, this notice shall prevail.

(5) Other relevant risk groups investigated by counties and cities will be implemented in accordance with the principle of "one person, one policy" after a comprehensive assessment organized by the county (city) headquarters.

(6) People coming from epidemic-related areas who arrived in Honghe Prefecture before the issuance of this notice can follow the principle of "fill in the gaps" and "one person, one policy", and have experts organized by the county (city) headquarters to conduct a comprehensive assessment.
