1. Project situation
The Yuan Court public rental housing project is located in the starting area of the north of the Central New City, at the intersection of Jin'an 2nd Road and Hewu Road. four-reaching range: extends to Yinhe 5th Road in the east, Yinhe Ring Road in the west, Jin'an 2nd Road in the south, and Jin'an 1st Road in the north. Currently, there are 5 two-bedroom units remaining in this project, with a construction area of about 61-69 square meters, and the monthly rent standard is 16 yuan/square meter.
Fujuyuan public rental housing project is located on the north side of Gangdong New Town in Dagang. 's four-reaching scope: east to Liujing Middle Road, west to Hanggang Expressway, south to Xuefu 3rd Road, and north to Zhaoxia Road. Buildings 1 and 2 of this project are used as public rental housing. Currently, there are 67 one-bedroom houses remaining in the project, with a construction area of about 54-56 square meters, and 26 two-bedroom houses, with a construction area of about 65 square meters. The monthly rent standard is 15 yuan/square meter.
Both projects are operated and managed by Binhai New Area Housing Investment Co., Ltd.
2. Scope of rental allocation
This rental is for those who hold a valid "Tianjin Housing Rental Subsidy (Category II) Qualification Certificate" or "Tianjin Housing Rental Subsidy (Category III) Qualification Certificate" (formerly "Tianjin Housing Rental Subsidy (Category III) Qualification Certificate") within the Binhai New Area Families who are eligible for the Tianjin Low-rent Housing Rental Subsidy Qualification Certificate or the Tianjin Economic Rental Housing Rental Subsidy Qualification Certificate (hereinafter referred to as the Rental Subsidy Qualification Certificate) or the Tianjin Public Rental Housing Conditions Notification.
3. Information collection
If necessary, family members receiving rental subsidies can bring their ID cards to the housing security window near their place of residence to receive the "Certificate of Qualification for Rental Subsidy" and fill in the "Family Commitment Letter for Public Rental Housing Application" and "Appointment" Book".

4. Registration
(1) Registration time
August 23 to August 25, 2021 (9:00-17:00 every day, 3 days in total) .
(2) Registration location
The registration location of the Yu'an Garden project is:
Room 301, Gate 1, Building 3, at the intersection of Yinhe 5th Road and Jin'an 2nd Road, Central New Town, Binhai New District, Tianjin City (the site of the Yu'an Garden public rental housing project).
Fujuyuan project registration location is:
Room 104, Gate 1, Building 2, at the intersection of Dagang-Hanggang Highway and Zhaoxia Road, Binhai New District (Fujuyuan public rental housing project site).
(3) Registration rules
1. Each family is only allowed to select one house type of one project for registration, and cannot register two projects or two house types at the same time.
2. Applicant families are registered separately according to priority families receiving rental subsidies, other families receiving rental subsidies, non-priority families receiving rental subsidies, and other non-rental subsidy families. Families of the same category are registered separately according to the one-bedroom apartment type and the two-bedroom apartment type.
Families with priority in receiving rental subsidies refer to families that are allowed to receive housing rental subsidies and have family members with physical first or second level disabilities or first or second level visual blindness, and disabled servicemen with a disability level of level six (inclusive) or above Among the families and family members who are allowed to receive rental subsidies, there are key preferential families that enjoy the national regular pension subsidies.
Other families receiving rental subsidies refer to families who are allowed to receive housing rental subsidies other than those specified in the preceding paragraph.
Non-rental subsidy priority families refer to families whose applying family members have first- and second-level physical disabilities or first- and second-level visual blindness, families of disabled military personnel with a disability level of level six (inclusive) or above, and families whose applying family members have Key families that enjoy regular state pension subsidies.
Other households without rental housing subsidies refer to other households that are allowed to rent public rental housing other than those specified in the preceding paragraph.
3. Households with less than 3 people (based on the subsidy population indicated on the rental subsidy qualification certificate) can only rent one-bedroom apartments; families with 3 or more people can rent one-bedroom or two-bedroom apartments. Among them, single-parent families (family members of 2 people) whose members are father-daughter or mother-child and the children are over 14 years old are allowed to choose to rent two-bedroom housing.
4. Families already living in public rental housing projects cannot register.
(4) Required documents for registration
1. "Family Commitment Letter for Application for Public Rental Housing" signed by all family members;
2. Valid "Certificate of Eligibility for Rental Subsidy" (if lost, it can be replaced at the residence insurance point where it belongs) Or the original and copy of the "Tianjin City Notice of Compliance with the Conditions for Renting Public Rental Housing";
3. The original and copy of the applicant's ID card;
4. Families applying for key housing subsidy recipients must bring the "Tianjin Regular Pension Personnel Certificate", " "Disabled Military Personnel Certificate of the People's Republic of China", "Tianjin Regular Subsidy Personnel Certificate" or "Identity Certificate of Preferential Care Objects". Key rental subsidy recipients must be verified by relevant departments before being identified.
If family members have first or second degree physical disabilities or first or second degree visual blindness, they should provide the original and copy of the second-generation "Disabled Persons Certificate" corresponding to the disability level; those who are not targeted for key preferential treatment but have disabled soldiers and are disabled Applicant families with members at Level 6 (inclusive) or above should provide the original and copy of the "Disabled Military Personnel Certificate of the People's Republic of China" and a physical and visual disability certificate issued by the Civil Affairs Bureau of the area where the household is registered.
If the applicant is unable to register in person due to special circumstances such as illness, the applicant can entrust a family member with full capacity for civil conduct to handle the registration procedures. The entrusted person must present the original and photocopy of the identity card of the applicant, the applicant and family members, together with the applicant’s family members. If the applicant is mentally or intellectually disabled, he or she shall be rented together with the guardian (family), and the housing, population, income, property, etc. of the guardian (family) shall be reviewed.
5. Lottery
Whether to organize a lottery depends on the number of registered households and the number of houses. If the number of registered application families is less than the number of houses, no lottery will be organized, and house selection will be carried out in accordance with the order of renting priority and the order of registration. If the number of registered application families is more than the number of houses, a lottery will be held on September 2, 2021.
(1) Lottery representatives
1. Lottery representatives are determined based on the number of properties that can be registered in the project, with a maximum of 10 people. The specific number of candidates is determined by the business unit based on actual conditions.
2. After the registration is completed, the registered family will participate in the lottery based on the registration information. The registered family that is drawn will be the lottery representative and participate in the on-site lottery observation.
(2) Lottery group
Each project is based on the priority category of two-room households receiving rental subsidies, the priority category of one-room households receiving rental subsidies, the priority category of two-room households with rental subsidies, the priority category of other categories of one-room households with rental subsidies, and the priority category of non-rental subsidies. Two-room families, non-rental subsidy priority one-room families, non-rental subsidy other family two-room families, non-rental subsidy other one-room families are divided into groups and will be drawn in order.
(3) Lottery method
uses a computer program for lottery. The project management unit will draw out the names, ID numbers and house selection sequence numbers of all registered families at once according to the lottery group, and determine an equal number of shortlisted families based on the number of houses. If a shortlisted family withdraws, the housing sequence number will be selected according to each lottery group, and subsequent families will fill the gap. The sequence number of the shortlisted families and house selection has nothing to do with the order of on-site registration. The whole lottery process is carried out under the supervision of deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference and notaries. The lottery results are confirmed by the on-site signature of the lottery operator and confirmed by the notary on-site, and a notarized document is issued.
(4) Result Announcement
lottery results will be posted at the project site and in each sub-district office on the day after the lottery, and will be announced through the Binhai New Area Housing and Construction Committee Government Affairs Network (http://zjw.tjbh.gov.cn/) .
6. Waiting and Subscription
After the lottery is over, the lottery result of each project will be used as the basis for the waiting list for the public rental housing project. At that time, the waiting families who still meet the rental conditions after review can be supplemented in order.
