After two years of public discussions and months of deliberation, on August 19, Taiwan has officially confirmed that the planned capacity of the third phase will be increased from the initially expected 10GW to 15GW, and promulgated the final framework applicable to this phase of offshore wind power auctions. .

The first and second phase bidding for offshore wind power in Taiwan was held in 2018, and 7 developers/investors obtained projects with a total scale of 5.5GW, with an execution period of 2019 to 2025.

The third phase of the 15GW development plan is divided into two steps -

  • 9GW will be developed in three phases from 2026 to 2031. The upper limit of the predicted bidding price is about NT$2.49/kWh (approximately RMB 0.5802 yuan/kWh), and the lower limit is 0 (i.e. zero subsidy);

  • From 2032 to 2035, based on the results of the first round of winning bids, the development of international wind power technology, etc., 6GW capacity is planned. The upper limit of the bidding price is the average of all winning bid prices in the first round, and the lower limit remains unchanged. .

It is reported that an auction for offshore wind farms to be commercially operated in 2026/2027 will be held in June 2022; bidding for offshore wind farms to be put into operation in 2028/2029 and 2030/2031 will be launched in 2023 and 2024 respectively. The capacity allocated to individual offshore wind farms and individual developers is 500MW, but can be increased by 100MW on a wind farm basis.

The first factor to be considered in Taiwan’s third-stage auction policy is the localization of the industrial chain, which is also the principle of the first two stages of auctions. However, after experiencing the performance of local suppliers in the first two stages, this auction reduced the previous requirement of 100% localization to 60%.
