The water conservancy projects in the Hetao area were once very backward, which also led to the inability to increase the grain output here. After Fu Zuoyi arrived, the first solution that came to mind was to do a good job in water conservancy projects here. To this end, he specially invited the water conservancy expert at that time, Wang Wenjing, to Hetao to preside over the water conservancy work.

After Wang Wen took office, he immediately repaired and guided the canals that already existed in the area. In addition, in order to reduce floods, it is also recommended to train and strengthen the dangerous construction sites.

The reinforcement of the dam requires a lot of manpower, and the local residents have limited strength. What should I do?

Just as Wang Wenjing frowned for lack of manpower, Fu Zuoyi stood up: Are you short of manpower? I'll draw people for you from the army!

So, Fu Zuoyi issued an order to the entire army in the name of the deputy commander of the Eighth War Zone: order each unit to lead the team to take charge of the whole army in different parts and ensure that the task is completed on schedule.

At an implementation meeting for digging canals, Fu Zuoyi said to the soldiers who were drawn:

This time the digging of canals is of great responsibility, it is directly related to the military food and food of Suixi. Whether we can win this battle is closely related to the victory of our Anti-Japanese War . Therefore, we must treat this digging of canals as a combat task. If the task cannot be completed on time, it is equivalent to losing the position...

From then on, as long as there is flood in the Hetao area, as long as there is a call, Fu Zuoyi will immediately draw personnel from the army to "help". They take care of everything in life personally and will not bring any financial burden to the local government.

According to statistics, from taking office in 1939 to the spring of 1945, Fu Zuoyi led the local military and civilians to repair and repair more than 40 main canals, with a total length of more than 4,500 kilometers, greatly improving agricultural production in the Hetao area and improving the local economic landscape.

After solving the flood in the Hetao area, Fu Zuoyi turned his attention to the Yellow River. 2. After the overwritten Minister of Water Resources

Later, he took the secretary to inquire about it and found his own special car in an extremely remote place. Fu Zuoyi's secretary angrily asked the driver why he parked the car in such a remote and difficult-to-find place. The driver's answer was: He didn't know who drove the car here.

Although this incident later became a "headless case", Fu Zuoyi understood in his heart that someone was deliberately making things difficult for him. So, why did these people make things difficult for Fu Zuoyi so blatantly?

It turns out that in addition to Fu Zuoyi and the several powerful helpers he brought, most of them were old revolutionaries with a strong and honest attitude. In the eyes of these people, Fu Zuoyi was a person who worked for the Kuomintang after all, and an "outsider". These people were unwilling to listen to his mercy from the bottom of their hearts. On the contrary, after Li Dazhao, Li Baohua, then deputy minister of the Ministry of Water Resources, was deeply loved by these people. They took the initiative to report many work affairs to Li Baohua, the deputy minister, so that the documents were always only signed by Li Baohua.

Over time, Fu Zuoyi gradually realized the isolation of his subordinates towards him, and he inevitably felt a little dissatisfied and wronged. However, considering that he did not cause trouble to the organization, Fu Zuoyi never mentioned this to the central leaders from beginning to end.

Although Fu Zuoyi did not mention it, over time, there will always be people with ulterior motives to notice this abnormal phenomenon. As the "top leader" of the Ministry of Water Resources, it is definitely an abnormal phenomenon that any documents of the Ministry of Water Resources do not have Fu Zuoyi's signature. So, taking advantage of the opportunity of the first Beijing Games, Chairman Mao specially found Fu Zuoyi and asked him indirectly about this question.
