In July 1965, after the Third Line Construction Committee of the Southwest Bureau held a meeting in Pan County, General Peng personally came to the selected site of Shuicheng by the Southwest Electric Power Management Bureau and East China Power Design Institute in Shuicheng, located at Shuicheng Power Plant with the code name of Shuicheng Tiansheng Bridge (Shuijian Cave) project code 972. On December 26, 1978, the 75,000 kilowatt unit of the Shuicheng Power Plant was connected to the grid to generate power.
