The Panshi Hongshilizi Anti-Japanese Base Area was the first anti-Japanese base area established by the Communist Party of China in southern Manchuria and the first anti-Japanese base area established by the Communist Party of China in Northeast China. One of the earliest anti-Japanese base areas established in the region. Over the years, the Panshi City Procuratorate of Jilin Province has educated people in the Anti-League spirit, cast their souls with red genes, and transformed the Anti-League spirit into the internal motivation to perform their duties in accordance with the law.

In 1936, the Japanese army captured 36 anti-alliance warriors during a raid. These anti-alliance warriors were unyielding in the face of severe torture and were brutally killed by the Japanese army in Zhang Sigou. As time goes by, few people know that 36 anti-Japanese heroes are buried here.

Starting in 2019, the Panshi City Procuratorate has launched a public interest litigation campaign to protect red heritage sites, allowing the city’s red resources to be fully explored and protected. The prosecutors consulted the Party History and Anti-Japanese Struggle Memorial Hall archives, interviewed relevant insiders, and went to the mountain for on-site inspections, and finally confirmed the information and accurate burial locations of the 36 martyrs.

In September 2021, after communicating with the local Veterans Affairs Bureau, the hospital decided to move these martyrs' tombs to the Martyrs Cemetery for burial and care, and the move was completed two months later. So far, the heroic souls of 36 anti-Japanese martyrs can be comforted.

In August 2021, retired worker Lao Ding was stabbed and seriously injured by a criminal suspect while rescuing others. The high medical expenses made Lao Ding's already difficult life worse. When handling this case, the hospital actively explored the "judicial aid + N" multi-rescue model, proactively communicated with the public security organs, reported Lao Ding's heroic deeds, and cooperated with Lao Ding's neighborhood office to help him contact the nursing home to provide Lao Ding with multiple services. The rescue solved Lao Ding’s practical life difficulties.

For a long time, the institute has transformed the rich local anti-Japanese history into vivid educational resources. Through activities such as "Re-walking the Anti-Union Road" and "Party Building Lecture Hall", the red culture has been subtly permeating the blood and injecting the soul.

At the beginning of this year, Xue Qi, a police officer who was born in the 1990s, offered to stay in villages with poor environments and difficult conditions to help revitalize and develop the countryside. "The revolutionary predecessors were able to make a difference under such difficult conditions. As a member of the New Era Party, I will definitely be able to do a great job in the village position and contribute to the revitalization of the countryside."
