Qian Tingru, Hui , was born on January 27, 1942, from Faku Town, Faku County. From 1949 to 1960, he studied in Faku Town Construction Primary School, Faku No. 2 Middle School (junior high school), and Faku High School. In September 1960, he was admitted to the Metal Processing Department of Northeastern Institute of Technology (now Northeastern University). After graduating from Northeastern Institute of Technology in 1965, Qian Tingru was assigned to work in the state-owned No. 2 Factory as a technician.
In November 1969, he went to work in Shanxi to support the construction of in the third line of . He entered Sichuan in 1971 and was transferred to the Fourth Research Institute of China Nuclear Power Research and Design Institute.
