"Towards the end of the year, the import and export volume of enterprises has increased significantly. According to customs statistics, in the first 11 months of 2022, Zhanjiang City's import and export to countries along the "Belt and Road" was 24.17 billion yuan, an increase of 62.9% over the same period last year (the same below). Among them, exports were 7.78 billion yuan, an increase of 17.9%; imports were 16.39 billion yuan, an increase of 99%. Imports and exports through bonded logistics were 10.27 billion yuan, an increase of 308.5%; imports and exports through processing trade were 2.89 billion yuan, an increase of 250.2%; imports and exports by state-owned enterprises were 9.82 billion yuan, an increase of 12.89% %; the import and export of foreign-invested enterprises was 7.17 billion yuan, an increase of 118.2%; exports of steel, pulp, paper and their products increased by 145.9% and 201.1% respectively; imported crude oil increased by 329.2%; imported aquatic products increased by 11.5%.
The continued growth of imports and exports of state-owned enterprises and foreign-invested enterprises, the substantial growth of imports and exports of bonded logistics and processing trade, the rapid growth of steel, paper product exports and crude oil imports... Each of these "growths" fully demonstrates that in the first year of RCEP implementation, Zhanjiang Customs promotes the compatibility, mutual promotion and common development of RCEP and the "One Belt and One Road", fully unleashes the "1+12" effectiveness, creates a Guangdong docking service RCEP pilot area for Zhanjiang , and delivers a dazzling "report card" for high-quality joint construction of the "Belt and Road".
The customs has vigorously promoted the mutual recognition of enterprises from countries along the "Belt and Road" AEO and has taken the lead in cultivating RCEP "approved exporters" in the customs area. Four "approved exporters" in the customs area have signed a total of approximately 274 shipments. 73,900 yuan declaration of origin; relying on the tax service team's "one enterprise, one policy" to guide key enterprises to make good use of the RCEP tariff concession comparison list and realize the "optimal combination" benefit plan, Zhanjiang Port imports from RCEP member countries enjoy preferential tariff reductions of approximately 269 million Yuan, with a preferential value of 4.563 billion yuan; 5 customized policy packages have been developed for companies exporting to RCEP countries such as steel, small household appliances, and paper, and companies are encouraged to adopt "two-step declaration", "early declaration" plus "aggregated taxation", " tariff guarantee insurance " and other preferential policies for enterprises...
A series of measures are multi-pronged, and a large number of specialty industries have taken advantage of the "east wind" of RCEP to enter the "circle of friends" along the "Belt and Road" and carry out efficient collaborative cooperation in the industrial chain and supply chain. According to customs statistics, from January to November, Zhanjiang City's import and export to RCEP countries was 13.86 billion yuan, a year-on-year increase of 253%, much higher than the 4.7% growth rate of Guangdong Province in the same period.
Thousands of rivers and seas are vast, and the wind is good and the sails are sailing. In the next step, Zhanjiang Customs will fully support Zhanjiang City in actively connecting with RCEP, promoting the joint construction of the "Belt and Road" and high-quality development , and contributing customs strength to high-level opening up to the outside world.
