21st century is considered the "Asian century". In 2020, Asian countries' GDP (GDP) has ranked first in the world, surpassing North America and Europe.

"In the next few years, except for the United States, the other four of the world's top five economies will be almost certain to be Asian countries. Including China, India, Japan, Indonesia, and even South Korea, which has a small economic scale today, total economic volume is already the tenth in the world." Director of of the Institute of Japan, Chinese Academy of Social Sciences Yang Bojiang pointed out that the certainty of the arrival of " Asian century " is determined by the continuous economic growth .

The 7th China Global Think Tank Innovation Annual Conference, hosted by the Global Think Tank (CCG) and supported by the Institute of Contemporary China and the World, was held in Beijing on December 15 in a combination of online and offline mode. In "Forum 3: Asian Development and Cooperation in the Post-epidemic Era", the keyword is "Asian Century".

Western theory cannot effectively explain the "Asian miracle"

corresponding to sustained economic growth is the uncertainty caused by the arrival of the "Asian century" by the real challenges such as " middle-income trap " and geopolitical tensions. The guest of the forum on the spot, Dutch Director of Hao Fuman, director of the Institute of East Asia, National University of Singapore, said bluntly that if Asia's total economic output only accounts for 30% of the world, the West will not agree with the arrival of the "Asian century", and even from the perspective of trade alone, it may be "other century".

Yang Bojiang believes that in the face of the "Asian century", this concept must be fully defined. We see both hard power and soft power, both the total economic output and the influence of concepts and values. He pointed out that Asian countries have differences in political values, but cultural values have a common "background color". Therefore, an important aspect of measuring whether the "Asian century" has truly arrived and lasts forever is whether Asia can form "relatively consistent cultural values" and thus form generalized international standards that are widely accepted worldwide.

Secondly, the rich practical achievements accumulated by Asia over the past seventy years after the war need to be deepened in theory. Yang Bojiang said that Asia has made brilliant achievements in growth and governance at the national and regional levels. The economic growth and governance achievements of some Asian countries such as China are unsatisfactory to Western theories.

"When I was studying in the United States in 2005, Japanese Prime Minister Junichiro Koizumi insisted on visiting the Yasukuni Shrine, which made Sino-Japanese relations very tense. Many American colleagues asked me the same question: Will a maritime war break out between China and Japan? What form will it break out with the intensity of ? Frankly speaking, Junichiro Koizumi visit the Yasukuni Shrine six times in a row, causing China-Japan relations to fall into a deadlock. As Chinese and Chinese scholars, we are very angry. But solving problems by force has never been China's idea." Yang Bojiang said that at that time he deeply felt that the cultures between China and the United States, China and the West are different, and Asia has an "Asian way" to resolve problems and manage differences. This stems from the long history and culture shared by Asian countries, including the history of colonization by extraterritorial forces since modern times.

Economic interests are bundled to ensure peace in Asia

The first Asian country to achieve miraculous economic growth after the war was Japan. With its efforts in foreign trade and technological innovation, Japan surpassed the Federal Republic of Germany in 1968 and became the world's second largest economy. Kawahiro Kawakazuki, director of the East Asian Economic Research Institute of Japan, believes that if a suitable solution can be found in response to the risks faced and the economic consequences it brings, the "Asian Century" can be achieved.

Japanese-led Asian Development Bank 2011's report "Asia 2050 - Realizing the Asian Century" pointed out that the 21st century is the "Asian Century" and the "middle-income trap" is the most important risk faced in realizing the "Asian Century".

Kawa Hemao admitted that if he cannot get rid of the "middle-income trap", the total economic output of Asia will only account for 30% of the world. In addition, the "Asian Century" also needs to face geopolitical tensions and the risks of military conflicts brought by countries outside the region, as well as the serious economic consequences caused by the world's economic campization and "decoupling".

In Yang Bojiang's view, the diversity of history and reality and complexity are a basic feature of Asia. Therefore, whether the "Asian Century" can truly come depends on whether the internal problems in Asia can be properly resolved.

"Asia should strive to expand and deepen regional economic cooperation." Yang Bojiang said that economic cooperation frameworks such as RCEP and CPTPP have achieved mutual binding and integration of interests among countries in Asia, and have formed a huge and fundamental restrictive role in resolving conflicts in extreme ways. "The value of economic cooperation does not lie in economic cooperation itself, but in peaceful coexistence among countries. The value of economic cooperation far exceeds commercial interests."

Second, Asia should actively explore the promotion of regional governance in the "Asian way". This "Asian approach" is more moderate and gradual, focusing more on human nature rather than instrumental rationality, and governance-oriented rather than power-oriented.

3. While promoting economic cooperation, Asia should also strengthen strategic security dialogue. Yang Bojiang said that Asia has not formed a unified regional political security structure after the war. At present, the strategic competition trend of Sino-Japanese relations and Sino-US relations is on the rise, and Asia should focus on promoting strategic security dialogue.

China Global Think Tank Innovation Annual Conference was initiated by the Globalization Think Tank (CCG) and has been held seven times this year. The annual meeting focuses on new trends in the development and innovation field of global think tank industry, aiming to promote exchanges and cooperation between global think tanks and new types of think tanks with Chinese characteristics, and provide solutions for the development of think tanks in combination with regional policy environment.
