Ambassador Ouyang said that the Beibu Gulf Group delegation is still in a critical stage in the domestic epidemic. Ambassador Ouyang introduced the latest political and business environment in Malaysia to Li Yanqiang and his party. Malaysia's political situation is stable and the investment environment is constantly improving. He congratulated and affirmed the achievements made by ", two countries, two parks, ", Kuantan Port, etc. He said that the "two countries and two parks" is a major intergovernmental cooperation project that China and Malaysia have paid close attention to. It is a flagship project and benchmark project for China-Malaysia investment cooperation under the framework of the "Belt and Road". He hopes that Beibu Gulf Port Group will continue to improve its position and continue to promote the implementation of the project at the national level; the embassy will do its best to assist in solving the issues of applying for certificates for investment projects in Kuantan Industrial Park and facilitating labor visas. It is hoped that Beibu Gulf Port Group will take the 10th anniversary of the proposal of the Belt and Road Initiative in 2023 and the 10th anniversary of the opening of the Malaysian-Kuntan Industrial Park, and hold relevant celebrations and investment promotion meetings to continuously increase the popularity of the "two countries and two parks" and make the parks, ports and other projects bigger and stronger.
On behalf of Beibu Gulf Port Group, Li Yanqiang expressed his gratitude to Ambassador Ouyang and the Embassy for their long-term concern, help and support for the Beigang Group's Malay project, and reported on the land investment in Phase I and Phase II of Kuantan Industrial Park, as well as the progress of the third phase of the land development with China Harbor, and introduced the production and operation of Kuantan Port and the preliminary considerations for subsequent cooperation. At the same time, he also introduced to Ambassador Ouyang the construction and development of the new western land-sea channel and the Beibu Gulf International Gateway Port. Beibu Gulf Port Group is a practitioner of Guangxi's implementation of the "Belt and Road" initiative and the main force of the country's promotion of the construction of the new western land-sea corridor. Since participating in the investment and construction of the Malaysia-China Kuantan Industrial Park, it has signed a total of 12 projects, with a total investment of about 12 billion yuan, with an agreed investment of more than 40 billion yuan, and a total industrial output value of exceeding 35 billion yuan. Li Yanqiang said that in the future, Beibu Gulf Port Group will work with Malaysia to jointly promote the upgrading and development of the "two countries and two parks".

Li Yanqiang fully affirmed and praised the achievements made by Beijing Enterprises Malaysia in the years of hard work in Malaysia. Regarding the next development of Beijing Enterprises Malaysia, Li Yanqiang put forward four requirements: First, we must bravely shoulder responsibilities and further improve our political stance. The Kuantan Industrial Park is a flagship cooperation project between China and Malaysia. The Malay team must stand at the height of the country and the autonomous region, fully recognize the responsibilities it shoulders, and promote high-quality development such as park development and construction, port operation and management. Second, we must strictly control risks, especially overseas business risks. We must ensure that our interests are not harmed. At the same time, we must strictly prevent safety production risks, increase the number of projects entering the park, and people, vehicles and equipment intersect, and port production must pay attention to safety prevention and control. Third, we must accelerate the promotion of projects. At present, the investment in the industrial park is basically completed. The key is to promote the construction of projects that have been entered into the park as soon as possible, such as serving Liangang production expansion, Bosai project, Junhong Tire project, etc. We must find ways to solve the problems and ensure that the project is put into production as soon as possible. Fourth, we must develop steadily, promote and implement each project, overcome the desire for quick success and instant benefits, impetuous and aggressive ideas, and cannot rely on "achieve the results in one battle."
On the morning of November 27, Li Yanqiang and his party went to Malaysia Zhongkuantan Industrial Park, Kuantan Port and Malaysia Liangang in Kuantan City, the capital of Pahang , for investigation, and gave high affirmation and sincere condolences to the external employees who stayed at their posts during the epidemic.
Li Yanqiang pointed out that the dispatched team not only represents Beigang, but also Guangxi and China. We must be clear about the mission and responsibilities we shoulder, be political, set an image, set an example in our work, and live up to the expectations of the Chinese people and relatives.
Regarding the future development of the port, Li Yanqiang pointed out that the port service capabilities should be improved as soon as possible, especially the built 600-meter deep water coastline should be utilized as soon as possible, and equipment investment should be accelerated to improve the port hardware level to meet the new needs of the Kuantan Industrial Park. At the same time, we must analyze and judge market opportunities and expand market well. The colleagues of the group company stationed in Kuantan Port were deeply encouraged and expressed that they would work actively, live up to expectations, and do a good job in the management of Kuantan Port.
On the afternoon of November 28, Li Yanqiang and his party went to the headquarters of IJM Group and held a symposium with senior executives such as Liao Xiaoxun, Chairman of IJM Group. The two sides happily reviewed the ten years of sincere cooperation between Beibu Gulf Port Group and IJM Group in projects such as Malaysia Zhongkuantan Industrial Park and Kuantan Port, and had in-depth exchanges on the development of the remaining coastline of the deepwater port terminal of Kuantan Port, the next development of Malaysia Zhongkuantan Industrial Park, the development and construction of Malaysia Zhongkuantan International Logistics Park, and the encrypted flights between Beibu Gulf Port and Kuantan Port. The two sides agreed to formulate a proposal for the Kuantan Port Development Project as soon as possible, submit it to their respective decision-making levels for research, and promote the continued achievement of tangible results in various cooperation.
During his time in Malaysia, Li Yanqiang and his party also visited China Harbor Engineering Co., Ltd. to promote the accelerated development of plot 3, and met with representatives of some enterprises entering the park to enhance the confidence of enterprises to enter the park.
Ma Zhong Kuantan Industrial Park has a total area of about 12 square kilometers, and is divided into 3 plots, of which the first phase is in Plot 1, about 6 square kilometers, and the second phase is in Plot 2 and 3, about 6 square kilometers. As of the end of October 2022, about 10 square kilometers of plots No. 1 and No. 2 of the Industrial Park have been sold, with a total development investment of approximately RMB 1.39 billion, 12 projects signed in the park, and the agreed investment exceeds 40 billion yuan. Among them, 2 projects have been put into production, 2 projects under construction, 8 projects have been implemented, and an industrial investment of about 12 billion yuan has been completed. Plot No. 3 will cooperate with China Harbor to invest in the development and construction of the Malaysia-China Kuantan International Logistics Park, and promote it with a comprehensive supporting in-depth development model. The three-party joint venture agreement and shareholder agreement of the Malaysia-China Kuantan International Logistics Park project have been officially signed, and a joint venture company has been registered and established.
Malaysian United Steel was founded in April 2014. It is a key project of the Malaysian-China Kuantan Industrial Park, which was personally promoted by leaders of China and Malaysia and jointly built by the two governments. It is also the first project to enter the park. The total investment is about US$1.4 billion, the planned land is 710 acres, and it mainly produces high-speed wire, bar and H-shaped steel, with an annual output of 3.5 million tons. Malaysian Liangang is a large multinational enterprise integrating production, processing, distribution and trade. It is the steel joint enterprise with the most excellent process technology and equipment and the most complete variety and specifications in the same industry in Malaysia. It is also one of the most competitive steel plants in Southeast Asia. It is also the first enterprise in ASEAN to adopt a full process process to produce H-shaped steel, which has led to more than 10,000 employment.
Kuntan Port is the largest and most dynamic port on the east coast of Malaysia. In October 2013, Beibu Gulf Port Group and IJM Group signed a acquisition agreement for the equity of Kuantan Port, to participate in the construction and operation of the port new port area. As of the end of October 2022, the Port of Kuantan completed a cargo throughput of 18.8087 million tons, of which the container throughput was 104,800 TEU, maintaining a stable trend.
