On November 14, under the auspices of Li Chunji, Secretary of the Party Leadership Group and Procurator General of the Harbin Railway Transport Procuratorate, an online public hearing was held on the plan to issue social governance procuratorial recommendations for the failure of the Harbin Working Section of China Railway Harbin Bureau Group Co., Ltd. in accordance with the law to issue social governance procuratorial recommendations for the management and maintenance of railway protection facilities of the Harbin to Jiamusi railway passenger dedicated line in accordance with the law. Members of the Harbin CPPCC, practicing lawyers, and corporate executives were invited to attend the meeting as hearing officers. At the meeting, the hearing officer fully affirmed the procuratorate's work of performing the legal supervision function of public interest litigation in accordance with the law, strictly investigated safety hazards along the railway line, and supervised railway transportation enterprises to perform their governance responsibilities in accordance with the law, and expressed his approval for the procuratorate's "opening the door to accept advice", listening to the opinions of public representatives, and promoting judicial openness and fairness.

Regarding the situation where the railway pier protection net was destroyed and failed to be repaired in time, resulting in the inability to close the railway lines and endangering the safety of railway transportation, the hearing officer reached an agreement that the procuratorate should issue social governance procuratorial recommendations to railway transportation enterprises with management and maintenance responsibilities, urge railway transportation enterprises to make timely rectifications, perform the daily management, regular patrols and maintenance responsibilities of railway protection facilities in accordance with the law, and effectively ensure the safety of railway transportation.
