As the vanguard in the field of smart city construction, how do you think we should effectively exert the value of smart city data assets and empower economic and social development?
Lu Wenbin: smart city is based on truly effective data. The core of sustainable operation of smart cities is data asset operation . In the past six months, the country has once again increased its efforts to build basic systems for data elements, and has made a lot of efforts in cross-departmental joint meeting system, ownership of data elements, and security of data elements. To achieve value, I think two necessary conditions are needed:
First, a series of national standards must be formed at the data level. Only when there are standards can data be gathered from various "islands" to form effective value resources.
In reality, standardized data accounts for a very low proportion of the overall data. Data needs to be superimposed on computing power and algorithms to release productivity. The value of data in the form of traffic is easier to be reflected, and the value of data is highly dependent on usage scenarios... These complex factors make the measurement of data value particularly complex. The commonly used revenue method , cost method , and market method all have certain limitations and need to be comprehensively used and optimized according to actual conditions. Therefore, I suggest establishing a data value evaluation system from the aspects of data quality, data usage, and the market value generated by data.
Second, the data must be tradable. This is a necessary condition for promoting data into a core element in the future. Up to now, 46 data transactions initiated and established by local governments across the country have owned 46 data transactions, but generally the scale is small and the degree of marketization is insufficient, making it difficult to form a sustainable business model. The operating capabilities of data exchanges should be strengthened, the circulation and sharing of data elements should be promoted, the scope of data elements transactions should be clarified, the price adjustment mechanism of data elements should be improved, and typical cases of data elements application should be sorted out and promoted.
We analyzed the practices of Beijing and Shanghai in promoting the development of the data element market and found some common points: they all enclose key areas, key scenarios and core areas; they all emphasized the annual quantitative public data opening goal; they all focused on cultivating third-party data service enterprises and data operation institutions.
