On May 10, two industry standards, the “Urban Area Determination Regulations” and the “City Physical Examination Evaluation Regulations for Land and Space Planning”, were approved on the website of the natural resources department. previous announcement. These two standards,

, have now passed the review of the National Standardization Technical Committee on Natural Resources and Land and Spatial Planning.

According to the "2020 Natural Resource Standard Formulation and Revision Work Plan" previously issued by the Ministry of Natural Resources, these two recommended industry standards are two of the 9 standards to be completed and revised by the end of 2021.

The 9 technical standards are:

"National Land and Spatial Planning and Drawing Specifications", "Regulations for the Compilation of Land and Spatial Planning in Metropolitan Areas", "City Area Determination Standards", "Regulations for Physical Examination and Evaluation of Land and Space Planning", "Guidelines for Land and Spatial Planning and Urban Design", " Community Life Circle Planning Technical Guidelines, Historical and Cultural Heritage and Landscape Protection Technical Guidelines, Urban and Rural Public Health Emergency Space Planning Specifications, and Comprehensive Disaster Prevention Planning Technical Specifications.

Up to now, these 9 standards have included "Regulations for Determination of Urban Areas", "Regulations for Urban Physical Examination and Evaluation of Land and Space Planning", "Technical Guidelines for Community Life Circle Planning", "Guidelines for Urban Design of Land and Space Planning" and "Regulations for Compilation of Land and Space Planning for Metropolitan Areas" Six standards including the "National Land and Spatial Planning and Mapping Specifications (Municipality)" were released.

The "Regulations for the Determination of Urban Areas" (draft for approval) published this time will be used to identify the physical geographic scope of urban areas and their corresponding urban areas, as the basis for the urban physical examination and evaluation of land and space planning, and to serve the preparation of land and space planning, Implementation, supervision and other management work is an important technical standard.

This standard preparation manual mentioned that in the past, there was no consensus on the definition and determination method of the physical geographic scope of urban areas, which led to the lack of consensus among the National Bureau of Statistics, the Ministry of Housing and Urban-Rural Development, various local government departments, and within departments. There are still many different calibers of division.

Moreover, on the basis of the physical area of the urban area, the analysis and discussion of urban expansion and contraction, urban development intensity, development driving force and other issues are different, which brings a lot of uncertainty to the preparation and implementation of land and space planning. How to unify the division method of urban physical area and standardize the statistical caliber has become a difficult problem.

Therefore, the formulation of this standard will clarify the definition and demarcation of the urban physical area and its corresponding urban area, and provide basic standard support for dynamic monitoring and comprehensive analysis of the urban physical area and its corresponding urban area. This standard is expected to fill the blank of the urban boundary extraction standard in national land and space planning.

According to the standards of the Ministry of Natural Resources, the revision plan, the "Regulations for the Determination of Urban Areas" and the "Regulations for the Physical Examination and Evaluation of Land and Space Planning" are to be announced and reported to the Ministry of Natural Resources for approval and implementation within 5 working days.
