The reporter learned that in recent years, in order to solve the dilemma of the electroplating industry, Songgang Street adheres to the principle of "eliminating backwardness, controlling quantity and improving quality, energy saving and emission reduction", eliminating low-end by classification and grading, and focusing on management of risk sources, and technological transformation of production processes. The electroplating industry has been vigorously rectified, more than 400 automated production lines have been installed, and more than 95% of the workshops have achieved automated production, gradually embarking on a development path for the electroplating industry with Songgang characteristics.

As the basic process of manufacturing, the electroplating industry is an important part of Shenzhen's industrial system.
Due to the relatively relaxed regulatory environment and the geographical advantage of bordering Dongguan, the electroplating industry in Songgang Street has gradually formed a certain scale.
According to statistics, as of the end of 2017, there were 81 licensed electroplating (circuit board) enterprises in the jurisdiction, accounting for about 35% of the region. There are as many as 580 production workshops and more than 900 production lines. The problem of "one license for multiple factories" and the sub-lease of workshops is prominent, and accidents are prone to high incidence.
From 2017 to 2018, a total of 13 fire accidents occurred in electroplating enterprises in Songgang area, of which 4 fires were relatively large.
In 2017, Songgang Street integrated safety supervision, environmental protection, city supervision, police station and other forces to set up a joint rectification team to carry out classification and grading rectification of electroplating enterprises, and comprehensively surveyed 81 electroplating enterprises in the area and classified them according to the sub-lease of electroplating workshops (Class A). For all self-production, part of Class B is sub-leased, and Class C is fully leased).
In addition, together with industry experts, each electroplating enterprise is guided to rectify one by one, and the rectification situation is scored. According to the score, it is divided into four grades: A, B, C, and D. Eliminated and cleaned up the electroplating production workshops of C+C and C+D enterprises.
In 2018, Songgang Sub-district took safety production and pollution control as the core of management, and carried out re-rectification of the electroplating industry according to the policy of "integrating resources, optimizing and improving, and reducing the total amount".
For enterprises with complete environmental protection procedures and advantages in scale and technology, they will be further optimized and improved according to the rectification standards;
For enterprises that have environmental protection procedures but their production conditions do not meet the standards, they will implement integration and rectification on the basis of reducing total emissions and reducing plating seeds;
will shut down and eliminate enterprises that have no hope of integration according to law;
will rectify the enterprises to be retained within the specified period according to the special rectification requirements and ask experts to verify and accept them.
Through standardized special rectification, the number of workshops of electroplating enterprises in Songgang Street has been reduced by 37%, and the transformation and upgrading of electroplating industry has taken initial shape.
Risk source management: All 81 electroplating enterprises have realized air energy in heating systems.
Songgang Street found that most of the fires in electroplating enterprises were caused by overloaded heating rods or heating equipment. As a result, the street upgraded the heating system of the electroplating enterprise as a whole.
Songgang Street urges electroplating enterprises in the jurisdiction to comprehensively inspect the socket boards of the workshops, implement the replacement of old lines, install leakage protection switches, improve the power safety supervision system, and ensure that the metal bench shells of electrical appliances are grounded.
The use of electric heating rods for direct heating operations in electroplating workshops is completely prohibited, and electroplating companies are required to replace safe and efficient air energy heating equipment, use non-combustible materials or wrap non-combustible materials for heating cylinders, and use flame-retardant materials for exhaust gas collection pipes to effectively prevent power lines. And electric heating equipment corrosion aging and electroplating bath drying phenomenon.
At the same time, the system of "two-person and two-pipe" heating posts was established to further deepen the refined management of electroplating enterprises. All 81 electroplating enterprises in the jurisdiction realized the air energy of heating system.
Deepening technical transformation: installing more than 400 automated production lines
In order to realize the full automation of electroplating production, in March 2018, Songgang Street and the former Baoan District Safety Supervision Bureau, Environmental Protection Bureau and industry experts conducted in-depth research, and formulated the automation upgrade of electroplating enterprises Renovate the work plan and technical guidelines, phase out manual plating and semi-automatic plating production lines, and guide electroplating enterprises to realize fully automated production.
For the manual plating workshop with backward craftsmanship, the safety supervision, environmental protection, police station and other forces have cooperated to clean up and rectify by means of "closing, stopping, turning, and upgrading", encouraging and guiding enterprises to reorganize and upgrade the workshop;
is semi-automated Production line, urge enterprises to upgrade fully automated production lines, collect and treat various types of waste water and waste gas;
For some high-precision plating, special plating and other high-precision production enterprises, recruit third-party professional technical forces to help enterprises in equipment upgrades, process layout and scheme design To achieve a breakthrough in the above;
For very few enterprises that have technical difficulties in automation transformation and meet the safety production requirements, agree to suspend the transformation to avoid "one size fits all".
Today, the automation of electroplating enterprises in Songgang Street has been basically completed. Six electroplating enterprises have been shut down and relocated. The number of production workshops has been reduced to 260. More than 400 automated production lines have been installed. Gu and a group of benchmarking enterprises for automated production of different types of plating. Since 2019, there has been no fire accident involving electroplating in Songgang Street.
