The Guanhai Liberation Bureau noticed that Fu Tiegang had “formed a team” with Han Zhiran, the former deputy secretary and vice chairman of the Inner Mongolia Autonomous Region CPPCC, the “tiger” who fell from the horse.

According to public information, Fu Tiegang was born in April 1953, a native of Nehe, Heilongjiang, and was promoted to mayor of Ulanqab in early 2003. After more than 3 years, he was changed to the mayor of Tongliao City and was promoted to the secretary of the municipal party committee in May 2010.
In February 2011, Fu Tiegang resigned due to a change of office. At that time, it was less than 9 months since Fu Tiegang became the secretary of the Tongliao Municipal Party Committee. However, he still stayed in Tongliao to work, and retained the department-level benefits until his retirement at the end of 2016.
In September 2016, "Integrity Outlook" published an article on the WeChat public account "What are the reasons why local leaders will leave their posts in less than one year or even three months after taking up their positions? "Fu Tiegang was mentioned in ". The article reads: In March 2011, 58-year-old Fu Tiegang, secretary of the Tongliao Municipal Committee of Inner Mongolia, was removed from his post and changed to an inspector of the Municipal Party Committee. The official at the time stated that “this is based on the spirit of the national party and government leadership change documents this and next two years, and the actual construction of the local league and city leadership.”
In October 2019, it was officially announced that Fu Tiegang was investigated.
The report of Fu Tiegang showed that he arranged work for his son in violation of regulations, and acquiesced to eat empty salaries; received gift money, engaged in profit-making activities in violation of regulations; acted as a "protective umbrella" for evil forces; violated life discipline and went abroad for gambling; The convenience of seeking benefits for others and accepting property in terms of job adjustment and promotion, business operation, and engineering construction project contracting; abuse of power to damage public and private interests.

Guanhai Liberation Bureau noticed that in March 2003, when Fu Tiegang was the mayor of Ulan Chabu, the then municipal party committee secretary was Han Zhiran.
Han Zhiran served as the secretary of the Ulan Chabu Municipal Party Committee from January 2003 to September 2004, and has been on the team with Fu Tiegang for more than one year.
In September 2004, Han Zhiran became the secretary of the Hohhot Municipal Party Committee, and later became a member of the Standing Committee of the Party Committee of the Inner Mongolia Autonomous Region and officially became a deputy provincial cadre.
During his tenure as Secretary of the Hohhot Municipal Party Committee, Han Zhiran was criticized for "demolition and construction".
In March 2005, the fake Hong Kong businessman "Zheng Ze", who claimed to be the chairman of the board of directors of Hong Kong Golden Eagle International Group Investment Co., Ltd., proposed to build "the tallest building in the northwest" in Hohhot's most prosperous commercial area, and invested 53 100 million yuan.
This "big deal" immediately attracted the attention of the Hohhot Party Committee and government, and was listed as a gift project for the 60th anniversary of the founding of the Inner Mongolia Autonomous Region that year.
The Hohhot city government did not hesitate to blow up the 11-story command building of the Hohhot Public Security Bureau, which was built only 4 years ago. This also led to the fact that in the following two years, the Hohhot Public Security Bureau's offices were scattered into more than a dozen offices.
And during the construction of the building, the government also provided funds for it, which caused huge controversy in the local area. Later, "Zheng Ze" was investigated for illegal fund-raising, and the "First Building in the Northwest" also became an unfinished building.
In 2010, Han Zhiran said in an exclusive interview with "Xiaokang" magazine that when he first arrived in Hohhot in 2004, the total construction area of the city was nearly 30 million square meters. In the following years, almost 18 million square meters were demolished. Yu changed most of Hohhot.
In December 2011, Han Zhiran stepped down as the secretary of the Hohhot Municipal Party Committee for more than seven years. In February 2012, he served as Vice Chairman and Deputy Secretary of the Party Leadership Group of the Inner Mongolia Autonomous Region CPPCC.
In 2015, Han Zhiran was punished by staying in the party for two years due to serious violations of discipline and was demoted to a non-leadership position at the deputy departmental level.

From April to October 2019, in the six months since, Tongliao City, including Fu Tiegang, had four ministers dismissed, and one of them voluntarily surrendered.

- Xin Jinshan, former member of the Tongliao Municipal Party Committee and Secretary of the Political and Legal Committee;
- Wu Guolin, former deputy secretary and vice chairman of the Tongliao CPPCC;
- Tongliao CPPCC Party Secretary and Chairman Gao Chen.
Xin Jinshan once served as the secretary of the horqin district committee of Tongliao City. From January 2004 to August 2011, Xin Jinshan served as a member of the Standing Committee of the Tongliao Municipal Party Committee and Secretary of the Political and Legal Committee. In August 2011, Xin Jinshan was transferred to the inspector of the Tongliao Municipal Party Committee until his retirement.
Xin Jinshan was investigated in June 2019 and was expelled from the party on December 29 and canceled the benefits he enjoyed. The report stated that its law enforcement violated the law and acted as the "protective umbrella" of the underworld; in the process of selecting and appointing cadres, it received property from others, which caused adverse effects and severely damaged the political ecology of Tongliao's municipal legal system.
The Guanhai Liberation Bureau noticed that on the day Xin Jinshan was punished, Wu Guolin was sentenced to 17 years in prison in the first instance.
The court found that from 2006 to 2012, Wu Guolin took advantage of his position as acting flag leader, flag leader, and flag committee secretary of the Horqin Left Rear Banner in Tongliao City to cooperate with others to embezzle and arbitrage public funds of 16.45 million yuan; illegally received The money given by others totaled RMB 850,000; abuse of power caused the country to suffer economic losses of RMB 9.3 million.
Two months later, on October 13, 2019, Wu Guolin's leader Gao Chen took the initiative to surrender.
Wu Guolin served as the acting flag leader, flag leader, and secretary of the flag committee of the Horqin Left-wing Rear Banner from August 2006 to January 2013. During this period, from August 2011 to February 2012, Gao Chen served as the deputy mayor of Tongliao City. In February 2012, Gao Chen became a member of the Standing Committee of the Tongliao Municipal Party Committee and Secretary of the Horqin District Party Committee.
In January 2013, Wu Guolin was transferred from Tongliao city Kezuohouqi flag committee secretary to the CPPCC as a member of the party group and vice chairman. In December 2016, Gao Chen, then a member of the Standing Committee of the Tongliao Municipal Party Committee and Deputy Mayor, was transferred to the CPPCC as the party secretary and chairman. In December 2017, Wu Guolin's position was adjusted to Deputy Secretary and Vice Chairman of the Tongliao CPPCC Party Group.
