Xu Shuhua obtained a master's degree in the on-the-job special class of the Institute of Business Management, Fengjia University during his tenure as mayor of Nantou in 2009. At that time, he took the master's thesis of "Research on the Development of the Public Department in Combined with the Local Cultural and Creative Industry - Taking Nantou City as an Example", and was accused of plagiarizing the research report of Xie Baijie, a subordinate of the Public Institute, and was reported to the General Office of Personnel and Administration by Zeng Congkai, a candidate for the Nantou County Councillor of the Democratic Progressive Party, to the General Office of Personnel and Administration. Although Xie Baijie claimed that he took the initiative to provide the unpublished report to Xu, the report was submitted as early as November 2008 and published in the 95th issue of the Study Forum of the "General Office of Personnel and Administration" of the administrative agency, Zeng Congkai emphasized based on this that Xu and Xie were accomplices, which infringed on the public department's copyright property rights and intellectual property rights.

Fengjia University pointed out that the relevant report of the academic ethics case of plagiarism involving Xu Shuhua, a graduate of the School of Management of Fengjia University, was based on the fact that the dissertation violated the academic ethics review committee based on the school's composition of the dissertation violated the academic ethics review committee. After completing the review procedure, it was confirmed that Xu Shuhua's paper involved "inappropriate citations". However, the full text of Xu Shuhua's paper has a total of 227 pages and 32 pages of improper citation content, but the overall paper is still original by Xu Shuhua.
