I feel doubtful is whether some universities can truly implement the above two regulations of the Ministry of Education (including separate enrollment, comprehensive evaluation enrollment, and strong foundation enrollment) for enrollment? If not implemented, are the above two provisions meaningful? Is the regulations of of the Ministry of Education of the National Ministry of Education waste paper?
