Episode 2 "Adhere to people-oriented and polish the background of happiness" , invited Ge Daokai, Director of the Jiangsu Provincial Department of Education, to tell the story of How Jiangsu's education reform has targeted "pain points", deepened the "difficulty points", and cleared the "bottlenecks".

How to develop from "learning to learn" to "going good school" has become a must-answer sheet for providing education that satisfies the people in the new era. Over the past ten years, under the strong leadership of the provincial party committee and government, Jiangsu's basic education has made remarkable achievements.

First, establish the priority development status of basic education

The provincial party committee and government highlight the basic and pioneering status of basic education, adhere to the priority development of basic education, and issued nearly 20 important documents, and built a policy support system covering all stages and the entire process of basic education. The Provincial Party Committee Education Work Leading Group, the Provincial Government Education Supervision Committee, and other regular and mechanism-based research and deployment of basic education reform and development, providing strong guarantees for the priority development of basic education.

The second is to focus on solving the problem of resource shortage

vigorously promotes the municipal and county governments to perform their educational responsibilities through resource demand warning, high-quality assessment, education supervision and evaluation, funding rewards and subsidies, and solves the problems of inability to keep up with the planning, few land indicators, demolition difficulties and lack of funds in school construction. In the past ten years, nearly 8,000 primary and secondary schools and kindergartens have been newly built, renovated and expanded. With the sharp increase in the number of students, it has effectively solved the problem of "learning".

3 Third, we focus on improving the quality of school management

has built an evaluation system for the creation and evaluation of high-quality resources for basic education, implemented the creation and evaluation of high-quality kindergartens, high-quality and balanced development of compulsory education, counties (cities, districts), star-rated high schools, etc., and promoted local governments to continuously expand the supply of high-quality resources, and strive to meet the people's desire to "go to school well". At present, more than 90% of the children in the province are studying in high-quality kindergartens, 81% of compulsory education schools participate in group-run , and more than 90% of ordinary high school students are studying in three-star and above high schools. We have also implemented the basic education connotation construction project, invested more than 1.2 billion yuan, and built 3,329 projects, covering all regions, school stages and disciplines, and promoted primary and secondary schools and kindergartens to steadily improve the quality of education and teaching.

For ten years, Jiangsu's reform report card has been very "quality".

In the development of childhood education, strengthens the popularization of pre-education education, implements two phases of the "Five-Year Action Plan for Preschool Education", builds, renovates and expands nearly 5,000 kindergartens, and the coverage rate of universal kindergartens has reached 91.8%, and the gross enrollment rate of preschool education has reached more than 98%. Take the lead in promoting the universal kindergarten service area system, and 68.6% of counties (cities, districts) in the province have achieved zoning services and nearby admission. Continue to promote the creation of high-quality parks, with the coverage rate of high-quality parks in provinces and cities exceeding 90%. The provincial investment was 200 million yuan to systematically implement the gamified reform of kindergarten curriculum, becoming a brand of preschool education in Jiangsu.

In terms of teaching, the gross enrollment rate of higher education in increased from 47% to 65%, entering the stage of popularization, and the average number of years of education in the working-age population increased from 9.67 in 2010 to 11.37 years.

compulsory education is more quality and balanced, and there are more and more good schools at your doorstep. implemented a weak school renovation project, with 4,482 completed schools, with a total expenditure of 58.5 billion yuan, and more than 90% of compulsory education schools met the provincial standard school requirements. More than 3,000 compulsory education schools have been newly built, renovated and expanded, and the proportion of large classes for more than 56 people in the province has dropped to 0.23%, which has overall met the national requirements. The standardized governance capabilities have been effectively enhanced, and the " double reduction " has gone deeper and more practical, and off-campus governance and on-campus burden reduction have achieved phased results. The level of high-quality and balanced development has been significantly improved. 1,573 compulsory education groups have been built, 81% of schools have participated in group-based school management, and 23 counties (cities, districts) have been recognized as provincial-level high-quality and balanced development counties (cities, districts).

Ordinary high schools are more distinctive and diverse, better meeting students' choice needs. In recent years, more than 50 new high schools have been built, renovated and expanded every year in the province, and about 40,000 students have been enrolled each year for four consecutive years. There are 80% of the three-star and above schools in the province, and the number of students studying reaches 90.17%. Innovatively carry out the creation of high-quality demonstration high schools, the first batch of 20 established schools and 12 cultivated schools were identified. The new college entrance examination plan was successfully implemented smoothly, the construction of general high school curriculum bases was innovatively implemented, 496 provincial bases were built, and the provincial investment reached 268 million yuan. The project was rated as the National Education Reform and Innovation Special Award.

Special education is more fully integrated, and the level of protection is getting higher and higher. There are 4106 special education schools in in the province, and counties (cities, districts) with a population of more than 300,000 have basically established special education schools. 3,876 integrated education resource centers for ordinary schools have been built, radiating to all counties (cities, districts) and townships (streets). It was the first in the country to adjust the special education targets from three categories of "disabled students" to nine categories of "special needs students". The enrollment rate of children with appropriate age in the compulsory education stage in the province reached more than 98%, and integrated education achieved full coverage from preschool to higher education.

In the past decade, Jiangsu basic education has had an important impact on the whole country and even the world. In the 2018 International Student Assessment Project implemented by the OECD, Jiangsu Province ranked among the top in the world in academic performance. In the two National Teaching Achievement Awards, the total number of awards ranked first in the country. In the academic quality monitoring of compulsory education students in the Ministry of Education, Jiangsu Province ranked among the top in the country in many of its grades.

In the past decade, while the living standards of the people have been constantly improving, there are still problems of unbalanced and inadequate development in the areas of people's livelihood such as education that everyone is particularly concerned about. This has become a realistic problem that needs to be continuously responded to in the reform.

Jiangsu has always regarded basic education as a priority area for education reform and development, insisted on putting people first as the prerequisite for high-quality development of basic education, reduced hot spots, solved difficulties, and solved pain points, and focused on improving the basic education public service system, increasing the supply of basic education resources, improving the balanced allocation mechanism for basic public education resources, and promoting the comprehensive improvement of school management quality, so as to strive to make every child enjoy fair and quality education.
