On December 26, 2022, the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council issued the "Overall Plan on Implementing "Category B and B Controls" for New Coronavirus Infections (Joint Prevention and Control Mechanism [2022] No. 144, hereinafter referred to as the "Overall Plan"). According to the "Overall Plan", our ministry has optimized and adjusted relevant epidemic prevention and control measures in the field of transportation, which will be implemented from January 8, 2023. is now notifying the relevant matters as follows:
1. General requirements
The Party Central Committee with Comrade Xi Jinping at its core attaches great importance to the prevention and control of the new coronavirus infection, and always puts people and life first. All regions and departments work closely together to perform their duties, dynamically optimize and adjust prevention and control measures according to the situation, continuously improve the level of scientific and precise prevention and control, and achieve the best results in the world by coordinating economic development and epidemic prevention and control. Currently, with the mutation of virus , changes in the epidemic situation, popularization of vaccination and accumulation of prevention and control experience, my country's epidemic prevention and control is facing new situations and new tasks, and prevention and control work has entered a new stage.
All units must further improve their political stance, unify their thoughts and actions with the decisions and deployments of the Party Central Committee, adhere to the supremacy of people and life, adhere to scientific prevention and precise policy implementation, focus on "protecting health and preventing severe disease", and conscientiously implement the requirements of the "Master Plan" based on the actual situation of the industry , adhere to bottom-line thinking , fully understand the risks and challenges faced by the first Spring Festival Transport after the "Class B B Pipeline", improve response preparations, implement various "Category B B Pipeline" transportation measures in a smooth and orderly manner, protect people's life safety and health to the greatest extent, and minimize the impact of the epidemic on economic and social development.
2. Main measures
(1) Strengthen the personal protection of employees and passengers.
1. Cancel the requirement for regular nucleic acid testing for frontline workers in transportation services, conduct health monitoring and implement symptom management. Employees wear masks while on duty, perform good hand hygiene, report to the unit promptly when symptoms such as fever occur, and conduct antigen or nucleic acid testing when necessary.
2. Actively promote local epidemic prevention and control leading agencies to give priority to ensuring the supply of epidemic prevention materials and employees in the transportation industry new coronavirus vaccine . Employees who have no vaccination contraindications and meet the vaccination requirements must complete the new coronavirus vaccine booster vaccination.
3. Strengthen care and rescue services for -positive personnel to help them recover as soon as possible and return to work. Employees who have experienced symptoms for more than 7 days or whose symptoms have disappeared can resume related work under strict personal protection. Drivers must adhere to the principle of strict prudence when taking up their posts to ensure that their physical condition is sufficient for safe driving and boating.
4. Establish and improve the rotation and preparation system for key positions. When the epidemic is serious, in principle, employees should be "two points and one front", and arrange for the rotation of reserve teams according to the rotation and preparation mechanism, so as to minimize the impact of the epidemic on the normal operation of the industry.
5. Cancel the temperature measurement requirements for passengers entering and exiting passenger terminals and taking public transportation . Passengers are reminded to wear masks and perform good hand hygiene during the entire journey when entering the station.Actively use carriers such as transportation facilities and service windows to strengthen publicity and guidance, widely publicize and advocate the concept that "everyone is the first person responsible for their own health", guide passengers to maintain interpersonal distance and pay attention to cough etiquette during travel, and encourage people with symptoms such as fever or positive people to avoid taking public transportation.
6. Strengthen the supervision and management of shipping companies and crew service agencies, urge and guide each shipping company and crew service agency to implement their main responsibilities, strengthen ship crew epidemic prevention and safety management, promptly improve the company's internal management system and emergency plan, provide ships with sufficient epidemic prevention materials, regularly disinfect key ship locations, do a good job in daily health monitoring and health protection of crew members, focus on response to large-scale infection of crew members, timely adjust ship navigation plans or choose safe waters to berth or anchor when necessary.
(2) Strengthen transportation organization and service guarantee.
7. Carry out daily public health management at passenger terminals, highway service areas, and transportation vehicles. During the epidemic period, the environment should be cleaned, disinfected, and ventilated. In principle, disinfection should be done at least once a day and ventilation should be done at least twice a day. During holidays, the frequency of disinfection and ventilation should be increased appropriately. Strengthen the passenger flow organization of passenger terminals, guide passengers to enter the station in an orderly manner, take buses and boats, and wait and sit separately when conditions permit. Urban rail transit can reduce the concentration of people in stations and trains by increasing vehicle placement and optimizing train operation charts as needed. Continue to ensure the transportation services of medical care, people's livelihood, coal, LNG, grain and other key materials.
8. Promote electronic and contactless operations, appropriately reserve manual windows as needed, and serve groups such as the elderly who have difficulty using smart technology. During peak passenger flow periods, additional inbound security check channels and ticket windows will be opened in a timely manner to reduce the gathering of passengers.
(3) Simultaneously abolish and formulate relevant guidelines.

3. Organizational guarantee
All units must consolidate their work responsibilities, effectively enhance the urgency and sense of responsibility, clarify the division of responsibilities, strengthen the coordination of forces, organize and implement carefully, pay close attention to all work, strengthen supervision and guidance, and ensure that relevant requirements are scientifically and accurately implemented. It is necessary to carry out deployment training and policy interpretation on the transportation work related to the "Master Plan" and the requirements of this notice through various methods, clarify the work goals, refine the work measures and specific requirements, and promote the implementation of the work. It is necessary to adhere to the system concept and coordinate various tasks such as epidemic prevention and control, Spring Festival transportation service guarantee, logistics guarantee and smooth flow, safe production, corporate rescue, expansion of effective investment, industry stability, and emergency response.
