Notice on the implementation of motor vehicle restrictions in the central urban area
In order to further optimize the road traffic environment, reduce motor vehicle exhaust emissions, improve the atmospheric environment quality in the central urban area, and ensure the health of the people and smooth travel, according to the " People's Republic of China" The National Air Pollution Prevention and Control Law " and the " Road Traffic Safety Law of the People's Republic of China" and other relevant laws and regulations, in combination with the actual road traffic in our city, after research, the municipal government decided to implement motor vehicle restrictions in the central urban area. The relevant matters are now announced as follows:
1. Transport restriction area
All roads in the area south of Xinchen Road , west of East Ring Road, north of Xuefeng Road, and east of Beijing Road (all do not include this road).
2. Restricted time
From November 21, 2022 to March 15, 2023, restricted is implemented every week from 8:00 to 19:00 on weekdays; no restricted is allowed on weekends and statutory holidays.
III. Bid restriction regulations
(I) According to the last Arabic numeral (if the last digit is an English letter, the last digit before the letter is the limit), there are two license plate last numbers per day on working days.
means: Monday limit 1 and 6; Tuesday limit 2 and 7; Wednesday limit 3 and 8; Thursday limit 4 and 9; Friday limit 5 and 0; if the holidays are on holidays and holidays are on duty, the travel will be restricted according to the corresponding working days.
(II) In order to ensure the normal operation of urban production and life, the following motor vehicles are not restricted by the above measures:
1.Military vehicle , police cars, fire trucks, ambulances, engineering rescue vehicles (electricity, communications, heat, etc.).
2. Buses, buses, taxis, school buses, small automatic passenger vehicles for disabled people, and commuting vehicles that apply for market entry passes.
3. Various types of administrative law enforcement vehicles and road barrier cleaning vehicles sprayed uniformly and perform tasks; special vehicles for sanitation, gardens, municipalities (including sludge transportation), heat, water supply, power supply, gas supply, oil supply, communications, postal (including express delivery), mortgage (including "PBC" logo), insurance claims investigation, news interviews, medical waste transfer, funeral and other special vehicles.
4. There are obvious signs of green channel vehicles for transporting vegetables and logistics vehicles for serving people's livelihood.
5. Vehicles that hang new energy vehicle special license plate.
6. Transportation vehicles holding a pass for key material transportation vehicles in Henan Province.
(III) The majority of traffic participants must consciously abide by the provisions of this notice, choose transportation methods in advance, and plan travel routes reasonably. Motor vehicles that violate the traffic restrictions in this notice will be punished by the public security traffic management department in accordance with the law. If a vehicle used for marriage and funerals or transporting critical patients is investigated or photographed in violation of traffic restrictions, he or she may explain the situation to the public security traffic management department with relevant certificates. If it is verified to be true, he or she will not be punished.
